Paris Hilton hit a parked car causing damage, then left without leaving a note -- a violation of California law, and it's all on video.

It happened Thursday after a shopping spree in trendy Robertson Blvd in L.A. with her new BFF, Kim Kardashian . After loading her shopping bags into the trunk of her Range Rover, Hilton says good-bye to Kardashian and starts to back out of the parking spot without her seat belt on -- another violation of law.

Hilton checks her mirrors and looks around, but apparently doesn't notice the parked Honda Civic behind her and slams into the bumper, causing damage to both vehicles.

Hilton then exits the public parking structure without leaving a note with her contact information, which is a misdemeanor under California law, punishable by as much as six months in jail.

This latest incident is just another in a series of Hilton-related car mishaps.

Last November the hotel heiress was involved in yet another hit and run, which TMZ caught on tape, when her then boyfriend Stavros Niarchos crashed Hilton's Bentley into a parked truck and then drove off. Additionally, TMZ has video of eight instances, since May 1, where Hilton drives away in her car sans seat belt. While as far as we can determine, she has never been cited. If she had, the fines would total $1682. BTW, Thursday's incident brings the count (of driving without a seat belt) to nine.

Also this week, Hilton illegally parked in a handicapped spot outside Matt Leinart's apartment.

TMZ checked official parking records in LA and Beverly Hills and found since January, Hilton has been cited 6 times for various violations.

Paris' rep Elliot Mintz tells TMZ that Paris called him about the parking garage incident after it happened Thursday. Mintz says Paris was aware that she backed into another vehicle, and there were obviously no injuries and only minor damage to both vehicles. Mintz says Paris left her contact information with a "parking attendant at the parking garage" to give to the person who is the registered owner of the vehicle that was hit. Mintz says to accuse Paris of leaving the scene without leaving her contact information or a note is inaccurate.

As for the seat belt, Mintz says it's impossible to know whether or not a block away she does put her seat belt on. "When she is exiting a building and there are photographers all over her, that is not her first concern," he says. According to Mintz, as a routine habit, Paris DOES wear a seat belt when she's driving.

As for parking in handicapped parking spaces, Mintz says "It is certainly not Paris' habit to park in places designated as handicapped parking. If she did that anywhere, it was a mistake and wrong and won't happen again."

And what about that infamous Bentley hit and run? Mintz says "For the record, Paris was not driving the vehicle that evening. The person who was driving the vehicle resolved that issue with the owner of the truck. To the best of my knowledge, there was a police inquiry about the incident and it was resolved by the LAPD. To suggest that Paris was involved in a hit and run is completely inaccurate. She wasn't behind the wheel."

46. I can not believe I'm commenting on this. The photographers need a real job and the fugitive from the Sixties needs a real education.

Any everyday person would be cited at the very least, especially if it were on video. This is just another example on how there are two legal systems in this country--one for the rich, one for the poor. If you're rich, you can get away with anything up to and including murder. If you're poor, not wearing your seatbelt can result in jail time (if you don't have the money to pay the ticket and a warrant goes out). We need to wake up and start enforcing the law without regard for who breaks it.

Why is that any of us that get caught going 2 or 3 miles over the speed limit have to pay an obscene fine for a ticket, but this useless excuse for skin Paris Hilton can back into other peoples cars, leave the scene of the accident (on multiple occasions by the way) and yet is still driving her around with her gold plated drivers license still firmly planted in her new Louis Vuitton wallet??? Are you all on the Hilton Hotel payroll also???

52. I think that it is ridiculous how Paris’s rep tries to cover for her mistake. Firstly, she has been taped 9 (yes 9!) times without using her seatbelt so you can’t honestly say that she wears a seatbelt when driving. Second, her rep says that there were paparazzi all over her, yet when she gets in to the vehicle she rolls down her window. Why would you roll down your window if you minded the paparazzi taking photos? I think that she needs to understand that she should set examples!

53. I am sick and tired of these pompus asses who think they are not only BETTER than we COMMON FOLK are, but have the audacidity to break the laws and then have the law look the other way! I agree with many of you, if it was ME who committed these acts, I would be behind solid steel bars and not sitting on bar stools! Who exactly died and left them in charge any way? It is about time that these "STARS" have their bubbles permanently busted and made to do the time for ALL THE CRIME, and I don't mean a slap on the wrist and community service, I mean a trip to the BIG HOUSE. For Paris's brain dead persona, that would be JAIL and not the WHITE HOUSE or the BEVERLY HILTON!!

54. Where did this gangly girl come from anyway? She has absolutely no talent except to display her wares to the press and pick up and discard men like they were leftovers from yesterday. I'm surprised any female will speak to her as her so called friends end up being bitter enemies. 60. For the very few people in here saying people like me are jealous of her......PLEASE! It is so obvious what she is.....a rich, spoiled, BRAT. And the reason why the media is facinated with her is not cause they adore her or anything like that......they just want to see what stupid thing she is going to do next. There are plenty of people out there in hollywood that are just as rich and famous as her.....however they still have morals which she lacks. And i'm tired of her little saying "thats hot".....nothing that she does is hot. The only smart thing about her I guess is that she knows she is looked at as a slutty bitch and she uses that to get attention and publicity. There is nothing wrong with getting attention from the media....that's hollywood life for ya.....but when you get the wrong attentionn, that's a whole different story...and she is very good at doing that.
