Stakes: California law requires drivers to secure children sitting in the front seat who are under a year old or under 20 pounds.  A violation is punishable by a fine of $100, except the court may reduce or waive the fine if the defendant is economically disadvantaged. We're pretty sure Britney isn't.

Dispo: The L.A. County Sheriff's Department did not pursue the case against Spears, because the offense requires that an officer witness it and that didn't happen.  The Department of Children and Family Services paid a visit to Spears after the incident but we're told no formal action was taken.

Britney's child mishaps continued, the latest being an incident in which Spears stumbled outside the Ritz Carlton in New York City and nearly dropped SPF on the ground. She then muttered, "This is why I need a gun."

Britney is now expecting child number two.

Stakes: For a minor in possession of alcohol -- are you listening Jesse? -- it is a $250 fine or as much as 32 hours of community service. 

Dispo: Jesse wasn't cited.  We wanted to know why.  The California Alcholic Beverage Control (ABC) told TMZ that in order to nail Jesse, someone from the agency must witness the incident.  A photo isn't enough.

By the way, Mood risks losing its license when it serves to underage patrons or even allows them into the club.  Although TMZ has video of underage celebs entering the club, including Mary-Kate Olsen, Lindsay Lohan and others, Mood has never been cited by the ABC.  An ABC spokesman tells TMZ they have now launched an official investigation.

271. Freedom of speech does not mean we have to listen just so you know. This is for all those people who keep on saying he is entitled to his opinion don't yell at him. Yeah he is entitled to his opinion and he gave it. Now he has to sit through our reaction whether we call it stupid or applaud him. We have freedom of speech to respond to him however we choose. It is what you risk when you go out in public and exercise that freedom. So please understand freedom of speech. It means that people should be allowed to say what they feel like or think without the government forcing them to shut up. Doesn't mean that if the statement is stupid as hell, I can't say thats the stupidest thing I've ever heard.

Ok i think people have taken this a bit too far....I mean people tend to take things overboard, i'm all for legallizing marijuana but i'm not for underage drinking, just imagine how many more dui's and drunk driving accidents would happen if we opened up the doors for 18 and up...also this is no subject to even begin hating your country, if you want to hate your country try living in one that doesn't allow you to have your own opinion....i bet you wouldn't hate america if you lived elsewhere and the reason celebrities get away with so much is because we as a society allow this, we too become part of the juries that make the decisions on these high profile cases, so is it not our responsibility to determine innocent until proven guilty? Favortism rules in this world and unless you are someone you are no one!
