26. Who cares. Granted I wouldn't go out in my underwear on the beach, but honestly, bikinis are basically just like underwear. So she isn't revealing any more or any less than a bikini.
You just want this to be shocking because it is her underwear. If she had the exact same thing on, but instead it was marketed as a bikini and not underwear you wouldn't make anything of it.
