140. Mother Nature has a wonderful variety of ways to distribute normal fat in the female body. Deal with it, boys! She looks fine and healthy (notice the face to see that), the dress just accentuates that feature more than other types of clothing would (or maybe it's the angle of the photo).
The ones to worry about are the very thin women - we're supposed to have more fat for good health. What really matters is fitness, and the fat percentages/weight charts are not reliable indicators of that especially for a variety of ethnic groups. Some women are naturally very thin even though healthy, but in the US it's more likely that they're not eating enough and/or are overexercising to get and stay unhealthily thin.
