Cops to Give D.A. Bloom Case for Felony Review

Orlando BloomLaw enforcement sources tell TMZ the LAPD will submit the Orlando Bloom car crash case to the L.A. County D.A.'s office, and the D.A. will then decide whether to file felony hit and run charges against the actor.

Bloom crashed a car into a parked Porsche just after 2:00 AM Friday. He walked away from the crash, leaving two passengers inside the car, one injured with a fractured neck. X17 shot video of Bloom walking from the scene. Several photogs then told Bloom he'd be in big trouble if he kept walking, and Bloom turned back and asked if someone would call an ambulance -- suggesting he did not call 911 before leaving the scene. That would be an important factor in deciding if this were a hit and run.

Bloom claims a paparazzi-driven SUV caused the crash. Police are investigating. They are interviewing photogs at the scene. And law enforcement says there are surveillance tapes of the incident which they are also reviewing.

A cop connected with the case tells TMZ the case will be submitted to the D.A. "in a week or so."

17. HAVE ANY OF READ THE CALIFORNIA LAWS FOR HIT & RUN? I have and it appears that Orlando didn't do anything against that law. He did not break the law. TMZ SHOULD BE INVESTED FOR FOR THEIR PRACTICES AND HOW THEY GET THEIR VIDEOS AND PICTURES.

18. Maybe he was in shock after the accident. I think the fact that he did turn around and come back instead of keeping going and locking himself in his house or getting a burger shows that he was concerned but maybe not in a competent mental state after what happened. I think i would be a little shocked scared and confused after an accident and may not react appropriatly as a result. He didnt mean to do anyone harm and he wasnt drunk so maybe we shouldnt jump the gun so early on?

19. So, you're saying he thought about walking away, maybe even took a few steps, but didn't actually leave the scene? He was there when the police got there. There's nothing to prove he was drinking or drugging and they're going to charge him with . . .? You guys are getting as pathetic as x17.

The good news is that Britney can add another hit and run to her record since she ran over a guy's foot and actually drove away. Because surely TMZ isn't stupid enough to claim one person walking a few steps is worse than another actually fleeing.

20. I can't believe this! He gets driven off the the road and he is in trouble? The people the DA should be going after are the photogs and the idiot who cause the crash.What people forget is that Orlando & his female passengers are the victims here,not the moronic photographers chasing him.

21. Does anyone really think Bloom intended to walk off into the night in hopes of avoiding the consequences of a minor accident videotaped and photographed by at least a half dozen people? This is crazy.

Mr. Bloom has consistantly shown courage in his professional and personal life. Such behavior is inconsistant. The only reasonable explanation is that he was in shock.

His passsengers both suffered injuries, yet he received no visible injuries. Where did the deceleration go? Probably in a whiplash that caused concussion and shock.

Am I not supposed to believe my own eyes? I see the guy walking away from an accident and hear a photographer telling him his actions could be construed as a hit and run and he needed to go back and deal with the consequences . I see Bloom mull that over and go back. He didn't even deny that he was leaving the scene. It was apparent to everyone. What other conclusion is there?

And do not attempt to convince me he was in "shock". You just characterized this as a "minor" accident so why would he be in shock to the point that he would have to flee the scene?

24. I dont think Orlando should be charged with anything maybe a rollocking from the police. I would like to know exactly what was said to the bloke e was having a discussion about in the car previous to the RTA. Can anyone lipread? Also is the woman involved anybody.?......model/rising star etc., (sorry Im not familiar with her face). Orlando said I thought he was your boyfriend......to which she replied he's not my boyfriend. Is Orlando a groper or something..........what did he do to her that upset her? Someone fill me in please.

26. Sadly, it seems to me that Orlando exhibited very poor judgment that evening. I have a feeling many factors were involved in the accident, and if another vehicle caused Orlando to swerve and drive into a parked car, that event may appear on surveillance tapes. It seems to be that Orlando would have been wise to have a designated driver that night or call a cab. He has hopped in an out of clubs before with a driver waiting for him, I'm sure. If he had been tired, slightly intoxicated, etc, his judgment would have been impaired. If he had been in shock, such an evaluation would have been made and a conclusion reached either at the scene via the paramedics, or at the hospital upon his arrival. This may not be the first time he has exercised poor judgment or shown a lapse in character. In my opinion, he should have called 911 immediately, instead of possibly relying on the paparazzi, whom he should know by now would sell their own mothers down the river if the price were right! Such an error in judgment may prove costly in more ways than one. If Orlando has personal issues (many celebrities and movie stars do), then perhaps professional counseling may be needed. Also, if he has a substance abuse problem, then he needs to admit it and get help. Help is available. The rest is up to him.

Oh i know, nothing different - cause its all about getting at a celebrity isn't it, and feeling smug and gleeful when a person you don't know but for some reason can't stand get in trouble with the law.

30. Speaking for myself, I won't be doing anything one way or another. If Orlando was cut off by another vehicle, that's one situation. If he is deemed guilty of attempting to leave the scene of an accident without a willingness to stay and render aid, that is a totally separate issue. I'm sure the police will take all of that into consideration. Imagine running a red light and speeding through an intersection due to some lunatic chasing you in his own vehicle, and let's say you nearly cause an accident. If a police officer happens to witness such an event, YOU might get a ticket for running the red light and possibly speeding. The wacko chasing you might get a ticket for speeding and reckless driving, and BOTH of you may be considered guilty of having broken the law. In other words, Orlando and the paparazzi may have to share responsibility in that night's events. Seeing this situation as black and whiter, either/or, or only one party being responsible may be flawed logic. The LAPD and the D.A. will take everything into consideration, I'm sure, and unlike the female fans who may be madly in love with Bloom, or the people who are out to pulverize him and take him down, law enforcement will be far more objective in their analysis and conclusions. At least, I hope so!!!
