Orlando's Fate in D.A.'s Hands

Orlando BloomPolice sources tell TMZ the Orlando Bloom car crash investigation will be sent to the L.A. County District Attorney's office today for felony review. The investigation focuses on Bloom and a paparazzo who allegedly cut Bloom off before Orlando crashed into a parked car.

The lead officer tells TMZ that the LAPD will not make a recommendation on whether to prosecute either Bloom or the pap.

The LAPD's investigation centers on whether Bloom and/or the pap committed felony hit and run. The X17 photo agency has video of Bloom walking away from the crash, as one of the passengers lay in the back seat with a fractured neck. He was urged by paparazzi to return to the scene -- and he finally did.

Car CRashes -- click to launchAs for the mysterious SUV that may have been chasing Bloom at the time of the crash, the investigating officer tells TMZ the driver of a car that did not make contact with another vehicle could still be prosecuted for hit and run if that driver caused the crash. The officer would not say if he had identified the driver of the SUV.

No word on how long the D.A. will take to review the case.

16. Did the police also tell you that leaving the site for a brief time is not necessarily hit and run? How do you know what Bloom's intention was? Perhaps he was going for help? Perhaps he was confused? When he is told he can't leave maybe he is surprised that he's not even allowed to get help? Orlando isn't going to be charged, no matter how much smoke you blow, TMZ.

17. I don't get WHY he would leave if HIS passenger was hurt? What's up with that? Who was it? Someone he is embarrassed about? Why would you leave an accident when someone in your own car was hurt? This makes NO sense! Lock his dumb ass up!

18. He's not going to be prosecuted for hit and run. He never really left the scene, at least not in such a significant way that a jury would find him guilty for hit and run.

The paparazzi should be prosecuted, though, if they cut him off and caused the accident.

19. it's so annoying to hear everyone complain about stories tmz posts. if you don't like it then don't get on it. people complain if it's about a "boring" celeb, people complain if it's about britney. i cannot stand how judgmental you people are about celebrities and their situations.

20. He wrecked his car and a passenger was hurt. He did not call for help, he did not stay with her, he walked away. Yes he did come back but only when the paps repeatedly told him to. Maybe this is not a crime but it is absolute proof that he is a disgusting individual.

23. It would be an abortion of justice (all too common these days) if he were actually proscecuted for hit and run. Bottom line: he went back, regardless of his motives for walking half a block away. The judicial system is a joke if they are even considering it after watching the tape.

24. It is ridiculous how the paparazzi swarm these people to where they can't even move. They are the ones with the bigger problem. They are at fault for so many of these incidents just to get some good gossip.

I think one of 2 things should happen I think that they shoulds make it illegal for pap to chase celeberites or 2 take away all celeberities licences! they never seem to get into trouble no matter what they do. they are treated like GODS!! but I know either of those things would happen. but it it was an average person who did everything these celebs do we would spend a lot time in jail!! i think orland should be treated like anyone else in this instance. rather he is a celebe or not. as should all be treated the same! no matter of status in life. you do the crime you do the time

Not that I feel incredibly sad for these people, but maybe if Paps weren't chasing celebrities down the street, throwing their bodies on their hoods, or standing so close to the car that these people can't move the car without driving over someone's foot, then maybe they could get around. Not to mention-how are they supposed to see with all those camera bulbs going off in their faces?
Plain and simple, they need to make a law that gives a safe distance for people, and that protects them from being harassed like this. It's a shame that the pictures go for so much money, because it's just feeding the bloody wolves and they are multiplying.

Someone is eventually going to die where paps are involved (besides P. Diana if you know what I mean), and then MAYBE they'll do something.

27. I think the pap should be fined and jailed. Orlando might have been in shock and not know what he was doing. IT DOES HAPPEN. when people get into a accident they go into shock and do not do the responsible thing. I got into an accident and I wanted to go home. people there made me wait for the ambulance. The Law has to get tough with the Pap. and The movie stars need to get a video camera in their cars so they can show how dangerous the PAP is. God Bless ORLANDO

29. If a normal person like you or me did this we would be in deep trouble. Celebritys are here to entertain us when they do something worng they are no diffrent than anyone else in this world. Please stop treating these people diffrent than the rest of us they are no diffrent same flesh and blood as we are. They need to be punished like all of us if they have done anything wrong. If they have not like us then nothing should be done and no story should be told!
