46. The way to stop it is to go after the web blogs that publish the photos (in addition to arresting the pap), that way no one will BUY the paps up-skirt photos. A good place to start is X-17 which posted several pictures of Brit with her period showing. Not an up-skirt photo so I doubt you can go after the pap, but the web site should be shut down for publishing the pictures. Doesn't this violate the "community standard" test the court set down? Refreshing that TMZ had the good taste NOT to put those photos up on this site.

I understand getting pictures of someone, and even though I think they should give people space, I can even understand chasing someone for a picture.
