I think you are right. That does seem to be Pat Benetar. She has much higher cheek bones as compare to Basil.

Thats NOT Pat Benatar. She and Toni Basil had the same record company at the time and they used the same sylists and make-up artists for both of them. Everyone was trying to look like Pat Benatar back then.
