Hey TMZ-- If the cost to the taxpayers for protecting celebrities from the paparazzi is getting too out of hand, then perhaps the State of California as well as the local counties should require PERMITS for photographers / paparazzi who take and sell their images. And a annual license fee of 500 bucks would off-set the burden to the taxpayers. Seems to me it's about time for some serious legislation against the paparazzi.

23. What a ridiculous comment by Ann. Katie Holmes most certainly did NOT notify the paps when she left her house. I think it's a good idea for the paps to have to get permits before they can stalk the celebrities. And make it enough to cover all the extra policing and public security that is now required just so the celebs can go out to dinner and make it into the restaurant and back to their vehicles without being crushed. I don't know why California doesn't help the celebs more.
