Bratton says he'll oppose the L.A. City Council proposal to regulate pappers.

15. The LAPD never enforced the law in the first place. How does going shopping or out to a place to eat represent bad behavior on the part of anyone? Yes the PaPs have a right to photo away but they do not have the right to block someones path or create a public safety hazard. The reason the new laws are being proposed is that the LAPD does not enforce basic public safety laws at all.
