CHP to Heather: You Oughta Be in Pictures

Heather LocklearTake a look at the CHP officer on the right, taking a picture of Heather Locklear on his cell phone just before she gets cuffed.

It's not a CHP cellphone -- the Department tells TMZ it's owned by the officer. So, you ask, why is the officer taking pictures of Heather Locklear on his personal cell phone? Officials in the Santa Barbara CHP office say he was documenting the scene with video and photos -- partly for evidence and partly to protect the officers in case Heather claims some sort of impropriety.

The officials say the video and photos are being turned over to the D.A.'s office as evidence and nothing was improper about the officer using his cell phone to document the arrest. But we spoke with several others at CHP who say officers shouldn't be using their personal cellphones, especially when a celeb is the suspect.

16. MY HUSBAND WAS A COP, AND THEY DO NOT USE THEIR PERSONAL CELL PHONES TO TAKES PICTURES OF ANY BUST OF ANY KIND. THEY ARE WAY OUT OF LINE, AND NOW WE KNOW HOW THE CELEBRATIES MUG SHOTS GETOUT. THEY SHOULD BE FIRED. WE SHOULD BE ABLE TO TRUST THE POLICE, BUT THEY ARE AS BAD AS THE CRIMINALS, IF NOT WORSE. THE CRIMINAL YOU EXPECT IT FROM, BUT THE POLICE NO WAY. FIRE THEIR BUTTS. CALIFORNIA SUCKS, I WOULD NEVER EVEN VISIT THE PLACE, YET ALONE LIVE THERE.

20. Well I wonder why he took her picture? Duh. Look at that nice, tight little a$$ on her. I'd be taking pictures, too. Then when we got back to the station, she'd be explaining to me how badly she wanted out of this little situation. The charges would be dropped as soon as her pants were.

23. I really don't feel sorry for Heather ... no one shoved the pills (or whatever she was on) down her throat. She made the choice to go out in public impaired.
As far as the cops ... it's pitiful that they need a picture of her so badly ... pitiful.

Everyone and their gansta brother knows that LAPD patrol cars are equipted with internal mounted cameras that record pictures, video and sound. This greedy cop is looking to make moolah from Heather's demise.

When was the last time you saw anyone else get arrested and the second officer whipped out a personal cell phone to record pictures? Hmmmmm?

Every one of you complaining about Law Enforcement are the same as!holes that let O.J. Simpson go the first time. Heather is hot as hell but she broke the law. If an internal investigation comes back saying the cop acted inappropriate, then they should act accordingly.

28. BULL! That guy is taking the shot on his personal phone for himself PERIOD. It's not part of any "procedure." I agree with all who say the cops think people are idiots. Totally improper. AND it is different than TMZ taking pictures - not to defend paparazzi as I hate them - but that's what they do. Cops who are supposed to be "enforcing the law," shouldn't be taking pics of celebrities for their personal use, or to sell, or whatever... She was clearly not free to leave as they were arresting her and cuffing her and he's snapping photos. Ridiculous.
