Locklear 911 Call: "What Is She Doing?"

TMZ has obtained the 911 call that lead to Heather Locklear's weekend arrest.

The woman on the phone described Heather as a "drunk driver." She says she spotted Locklear first in the market, looking "drunk." Then she saw Heather, pulled over to the side of the road in a black Mercedes, revving her engine. She gave the cops Heather's location and license plate number.

Cops arrived to the scene later and never actually saw Heather driving.

16. Jill saw Heather in the store first, and assumed she was drunk. - Not knowing if Heather had a bad reaction to her medications.

Then Jill followed Heater while she pulled over to the side of the road, and called 911 to tell the dispatcher that heather was drunk. - The dispatcher ever told Jill to stop following her in case Heater feels threatened.

"Jill Ishkanian, AKA KM Press Group, the paparazzi agency that took the pictures of Locklear" - It feels, and looks like Jill was stocking Heater.

Heather needed help, not these creeps on her back.

23. At least the 911 Operator was the first in a long time who I've heard that makes any sense when she told the caller to STOP following the driver she was reporting. This whole thing smells and I think it's a dirty rotten shame someone would do something like that to Heather if she was not seemingly impaired or doing anything out of the ordinary.

24. well, FIRST --- she may have taken an accidental double dose on her medication....taken one dose forgot she took it then retaken her daily dose.... happens alot, especially with older women......................... SECOND --- the keys need to be in the ignition and the cop needs to see them.... the cop can not arrest heather for drunk driving if the cop did not see her driving, BUT, the woman who called the cops can then testify and it would be a citizens arrest type situation, the woman who called would need to come in and testify that heather was driving.........................a situation like this happened to me, when a drunk ran me off the freeway..... I got into a fight with him after i took his keys (he pulled over after i went off the freeway and down an emebankment)..........we got into a fight, when the cops showed up they wanted to arrest me for assualt, i said he ran me off the road, he is a BIG GUY, and he attacked me first, i was in self defense (but he was beaten pretty badly)....so the cops siad i was going to jail because he wanted to press charges........ i said he is drunk, they said yeah, but we didn't see him driving, you would have to testify against him as to drunk driving..... i said his car is right there, still they said i would need to press charges.... i said NO, they said OK, you are going to jail for assault, i said OK, he was driving that car..........the cops said OK, you will need to testify to that in court, and that i could go.........i never showed up in court, but at least i didn't get 1 year in prison for assault and getting run off the road, and i was attacked first.........he grabbed my shirt, i kicked his arse.

25. I've seen it before. She is 47 and she hears the clock ticking and knows it is almost all over for her. She is about to dry-up and fade away. And she hates it.

26. An impaired driver is an impaired driver and they should not be on the road period. Any properly trained cop should be aware that someone appearing drunk may be drunk, drugged, suffering a medical condition or emotional disturbance and should know how to deal with the situation and not jump to conclusions.
Whether the caller was motivated by selfish and venal interests or not, she may well saved Locklear or some member of the public (or both) from serious harm on the road and this should not be forgotton.
