Heather 911 Caller Up to No Good

This is the craziest story ever. The woman who called 911 on Heather Locklear is a former Us Weekly staffer who was under investigation by the FBI -- and she's the one who tipped off the paparazzi!

Jill Ishkanian, who allegedly hacked into Us Weekly's computer system to locate celebs after she left the mag, was following Locklear in the Montecito area. Ishkanian watched the actress go to a market. When Heather got in her car, Ishkanian called 911, even though the car wasn't even moving at the time.

Now get this -- sources say immediately after Ishkanian called 911, she called a paparazzi agency to give them the heads up Heather was about to be popped. TMZ obtained those photos, not knowing it was Ishkanian who set the ball in motion.

And it gets worse. Ishkanian apparently is the only witness who says Locklear was driving erratically and that she was drunk, even though it's already established she was not under the influence of alcohol.

Sound underhanded? That's what we're thinking ...

91. It has been in my personal life's experience to NEVER, EVER, EVER trust ANYONE with a last name that ends in IAN or NIAN. Historically for me they are troublesome, genuinely mean, and never have anything good say. They are miserable, tortured souls.

93. All I know is, this Jill needs to have charges brought against her.....How pathetic is she? Jill, you need to get a life and spend some time behind bars and think about how pathetic you really are. Good luck Heather and I wish you nothing but the best. 94. i'll bet she had an anxiety attack,i use to get those omg their horrible,i went to thee er a few times scared outta my witts,i wouldnt wish an attack of this nature on anyone...you feel like your loosing your mind and your heart beats mega fast and your real scared,it just hapens out of the blue but wat it is, is a build up of stress,like an over loaded socket,scarey sh-t!!!

96. The police don't have to see you driving. All you need to do is be in the drivers seat with the kays to be charged the driving under the influence. It doesn't make a difference if it is booze Or drugs.

99. Reporters should never have the right to frame anyone like that! I'm truly angry because Heather has the right to some kind of privacy especially when she's trying to heal from all her personal tragedies. It's hard enough and the reports and cameras should out of courtesy give her a break for pete's sake.

100. Hasn't this poor woman been through enough? Denise Richards has it out for her and she is just plain "white trash" with a horrible "foul mouth" as her TV reality show proved. It wouldn't surprise me if she had this Jill Ishkanian tramp on her payroll. She and Denise Richards are two of a kind! Heather is a wonderful, caring mother and puts her daughter first, unlike the dog pooh, filthy, To Denise Richards and her co-conspirator, Jill, Ishkanian, PAYBACKS ARE HELL!

It really doesn't matter WHO reported her or for what reason. Look at the arrest picture. Do you really want people like that out on the street driving cars?

105. I think they really need to investigate numb nut Jill. She obviously is jealous of Heather and wanted to bring her down, she got part of it thus far, but I have a feeling the community is going to put some serious pressure on the police and pap for this one!
