It doesn't look to me like hes drawing it. In fact it looks like its been there a little while because it is starting to snow over. My guess is Harvey had one of his flunkey's draw it to make a story where there was none. Which guy was it Harv, The doofus with the long stringy hair or the pimply faced metro-sexual with the pointy hair ? Or maybe it was the resident race expert with the fake dreads.

It's obvious he drew it - look at his pointed finger with the snow on the end. I think it's hilarious; good to know he has a sense of humor.
