he wasn't mocking the papper he was pretending he doesn't speak english, like an asian might say "no speak english" when you're trying to speak with them, so if anything it's a much broader mockery that has taken place than just mocking a papper he's mocking anyone who says "no speak english" in a sense. though no biggie man, making fun of people makes the world go 'round. obama has big ears, george dubya is a red neck and i'm an idiot hahaha

It was NOT offensive and I'd say so if I thought it were. That was his NICE way of NOT responding to questions. Nicer to joke around and say "no speak English" than to tell y'all to STFU. But, hey, if you can make something out of this, twist the truth in your usual way, why not go for it. UGH!
