Give him a break. First of all, I'm sure he was stunned and/or 'shaken up.' Secondly, good for him to have the presence of mind not to say anything, to some idiot with a video camera.

There is a person hurt in the other car and though they report the accident was not Tom's fault, I was struck by Tom's lack of concern for the injured person! He never even ventured near the other vehicle while waiting for the police and ambulance to arrive. What a guy!

Most people in an accident like that would run over to see if anyone in the other car needed help. Tom starts calling for a ride. Sometime it would just be nice if he acted like a normal human being - concerned about others.
