6/24/2011 11:39 AM PDT BY TMZ STAFF

The awful, terrible person who crashed into a 7-11 storefront on June 9 -- ran over a 7-11 worker -- and then fled the scene ... has finally turned herself over to authorities.

0624_711_bn_nbc
The driver, 32-year-old Willaisha S. Rankins surrendered to authorities in Philadelphia Friday and is being held on $40,000 bail.

Willaisha's surrender was captured on video by NBC Philadelphia

The security footage of the incident shocked people across the globe -- because after Willaisha smashed the store ... her passenger casually opened the door and walked around the street like everything was hunky dorey.

As for the injured employee -- 24-year-old Gejea Ejeta -- he's reportedly "recovering well" ... but he's unable to return to work.

This is the sort of case that ambulance chasing lawyers were made for. She's going to be pretty broke when it's all over.

Wow, it doesn't seem like an accident. She backs up then goes forward, slow then fast. Color aside, she did something very wrong, she is lucky she didn't kill the guy. I am sure they were drunk/drugs. But walking/driving away, like nothing happened? That is just says they have bad charcter, and sure aren't good people. I mean when I bump someone while shopping I say sorry. Damn, when did civility go out the door?

---

It's Philadelphia, City of Brotherly Love, and as we all know there's no civility between brothers. Everyone bailing from the car and going their separate ways is par for the course in philly, just as is the driver fleeing the scene. People bailing and fleeing accidents happens all the time in Philly.

HEY FRED FARKEL:

What exactly do you have in common with Jesus where you would use his image as an "avatard"?

One: didn't he say something about loving your neighbor?

Two: you do know HE WAS NOT WHITE?!? The man you worship was either black or middle-eastern. Is your anger towards them (blacks) because they are closer to looking like your god then you do? Just asking...

So, why don't you..."get real".

It's pretty hard to believe that was accidental. I would like to hear what that nut has to say for herself.

I'm glad she's off the roads. The video on it was horrific. I wish the guy she hit a speedy recovery. My only question is, How does this qualify as 'Celebrity Justice'?

Sadly, not much will probably happen since she was probably drunk at the time, but leaving gave her time to sober up. A woman where I live was just given 2 years of house arrest for hitting a police man with her car and leaving the scene (he died lying on the road) and then she turned herself in a week later...that is all she got.

Talk about her being in a world of hurt. Thanks TMZ I'll give you credit. This would have dragged on without your help. Please do it again.

Well if she crashed into a cop and fled the scene and arranged to surrender later through her lawyer...she probably did the right thing.

Cops will fvck you over and frame you fifteen different ways to Sunday for hitting another cop, that is after beating the crap out of you too. Doesn't matter whose fault it really was your fvcked. You know like those 4 Hollywood Florida cops caught on their own dash cam framing a women THEY crashed into for DUI (charges later dismissed).

---
Alexandra Torrensvilas was the target of cops who pinned a DUI on her for an accident they caused. Now she has been cleared of charges after the Broward State Attorney's Office officially dropped the four DUI citations on Wednesday.

But the saga is far from over as now prosecutors turn their attention to the four Hollywood police officers who made up an intricate story to cover for a February traffic accident involving a cop car. The scheme was caught on one of the officers dashboard cameras.

The disturbing video shows Alexandra Torrensvilas, 23, handcuffed in the back of the squad car as the officers get their stories straight on what they are going to say happened.

Officer Joel Francisco, 36, an 11-year veteran, crashed into the back of Torrensvilas' vehicle at a light on February 17 at midnight. The cop radioed to other officers who converged on the scene and hatched a way to bail Francisco out.

Officer Dewey Pressley, 42, arrives and questions Torrensvilas, who tells him that she has been drinking. The 21-year veteran officer seizes the opportunity and arrests her for DUI. But the plot thickens from there.

The cops begin to brainstorm believable excuses for the accident.

"As far as I'm concerned. I'm going to put words in his mouth. She went to accelerate and a cat jumped out of the window at which point he thought it could have been a pedestrian, which distracted him," Pressley tells Sgt. Andrew Diaz, another veteran of the force. "I mean what's the chances of hitting a f---in drunk when a cat jumps out of the window?"

Still, the cops run with the half-baked idea and rush to get Torrensvilas to do a Breathalyzer test so they can officially say she was drunk.

"I nailed her on the video. I already hung her on video. She said she has been doing a beer party," Pressley says. "She's gonna blow."

Then, another cop debates with Pressley on who is going to write up the fabricated report to clear their police comrade.

"I know how I'm going to word this with the cat so we can get him off the hook. I'll write the narrative," Pressley says. "We're going to bend this a little bit."

Civilian Community Service Officer Karim Thomas joins the three senior officers and the four cops go so far as to change the angle of pictures of the accident to make it look like Torrensvilas swerved in front of the cop car and caused the accident, not Francisco.

Throughout the tape, the cops acknowledged what they are doing is illegal, but when you are the law, there is nothing wrong with bending it for a fellow cop, one says.

"I don't lie and make things up ever because it's wrong, but if I need to bend it a little bit to protect a cop, I'll do it," Pressley tells Francisco after reassuring him no one will ever find out. "She's freaking hammered anyway."

The cops even do a final rehearsal before Villa is taken to the city lock up.

"We'll take care of it," one officer says. The others reply: "We're good."

The police officers are currently on administrative duty pending a state attorney's office investigation.

You don't mention noticing the second passenger who rolls out of the passenger side back door of that same car, lands on the ground then stands up as she backs away - it was probably because he looked like he had just gotten out of the parked car to their right. But if you look closely, he actually bails out, emergency style, as if he had no ability to influence the driver by asking her to stop so he could get out normally, before she had a chance to pickup speed out on the street and continue to drive dangerously.

People tend to be very territorial when driving, many feel like they have to stake there claim on there space. Obviously driver was infuriated that her path was being blocked by other driver and sped through anyways. Its sad that people dont realize that speeding and being agressive merely cuts a few seconds to a minute off your total drive time. SLOW DOWN,RELAX AND YOU WILL GET THERE!

Id be willing to bet that the other 2 (if not her too) are wanted for something or maybe on probation, etc. Bet thats why they bailed out, to get away before the cops showed.

I watched this video several times. One thing I do notice is that the blazer pulling into the parking spot appears to pull in front of her car. Quite possibly, she was avoiding hitting that vehicle which in turn causes her to the curb and hitting an innocent man. A responsible driver would have gotten out of the car and seen to the man's injuries, waited for the police and quite possibly have gotten off because the other driver appears to be at fault (noticeably they drive away as well). Her actions are not inexcusable, she will now be prosecuted. I'm sure there were other mitigating factors as to why she drove off - no doubt illegal ones. But this all could have been avoided if she would have just been responsible.
