Val Kilmer's Ex-Wife:

HE'S A DEADBEAT DAD

Val Kilmer
's ex-wife claims the actor has stiffed her on child support payments  ... according to documents obtained by TMZ ... and now she's going after his property in order to get what she claims is rightfully owed.

Actress Joanne Whalley had two children with Val before their marriage ended in 1996 -- one of the children is now 19-years old and the other is 16. At the time of the split, Val agreed to shell out $27,500 per month in child support.

But according to court documents filed in New Mexico, Whalley claims Val has fallen behind in payment. Whalley doesn't specify how much Val owes ... but she has established a lien on Val's property to force the actor to pay up.

It ain't the first time Whalley claims Val left her hangin' -- court documents show Joanne got a lien on Val's stuff in 2007 after he allegedly stiffed her on child support payments back then.

Val eventually rectified that situation -- and the lien was removed in 2008.

We placed several calls to Val's rep for comment -- so far, no response.

Joanne is seeking his $18.5 million New Mexico ranch. Back in 2009, the ranch was for sale for $33 million. But by this past December, it's listed for $18.5 million.

The IRS filed a half a million dollar lien against the ranch for 2008 income taxes. And earlier last year, Kilmer paid another half million to settle a different IRS matter.

Joanne and he were divorced in 1996, when his career was red hot, and his son was an infant. I'm surprised he was able to pay that much for as long as he did considering his present lack of work.

Hmmmm. I don't know about this one. If someone has kids with a gazillionaire, I don't think it's unreasonabe that support might be $27,500 a month. But I'm pretty sure Val Kilmer isn't making the money he was making in 1996 (when he and Whalley were divorced--the same year he got $6 million for The Saint). All of that said, if his financial situation has deteriorated so much so that he can't pay the court ordered child support, the responsible thing to do is to deal with that legally, not just stop paying.

Paying $27K a month is hardly a deadbeat dad for someone who is not as in the spotlight as they once were. He may not be making as much money and is trying. Or maybe there are things we don't know about. I'm a single mom who fights for her $400 a month so I don't have a lot of sympathy for a woman complaining of not getting her full $27K because you do not need that to raise children! Probably has to do with her wanting more for herself than her kids.

I think maybe she's another nutty former actress trying to make money by selling false stories to TMZ. From what I know, Val has had custody of his children for quite a few years. Furthermore, even if he owed her money, he probably can't afford that. He's not been in very many movies in the last 10 years, the ones he has been in couldn't have paid very much and when you live out here, what little he did make would go quickly. Sounds to me like she just wants to sponge off of him.

She's always been a C-U-Next-Tuesday. He has custody of the kids, so this "actress" should not get a friggin dime! She informed him of their divorce by announcing it on a nationally televised interview. He had no idea and was in africa at the time. He lives, most of the time, in New Mexico with his kids. He has done many movies and projects in the last 10 years, just not box office blockbusters. What he has done is close to his heart, not his pocketbook. Let her get a job and pay him, as it should be! She's a cold english fish and he has always been way too kind to her.

There are people in our country that don't make that much in six months yet still find a way to feed, cloth and house there whole family. Now what your telling me is that this guy is a deadbeat dad cause he can know longer come up with $27,000 a month for child support? Be real here! What are the kids spending all that money on every month? I got $1,000 say she has know steady source of income and she has lived off her childerns father for the last decade or more and wants to call him a deadbeat? B!tch do are why the word family has know meaning anymore!
