HE'S A DEADBEAT DAD

's ex-wife claims the actor has stiffed her on child support payments  ... according to documents obtained by TMZ ... and now she's going after his property in order to get what she claims is rightfully owed.

Actress Joanne Whalley had two children with Val before their marriage ended in 1996 -- one of the children is now 19-years old and the other is 16. At the time of the split, Val agreed to shell out $27,500 per month in child support.

But according to court documents filed in New Mexico, Whalley claims Val has fallen behind in payment. Whalley doesn't specify how much Val owes ... but she has established a lien on Val's property to force the actor to pay up.

It ain't the first time Whalley claims Val left her hangin' -- court documents show Joanne got a lien on Val's stuff in 2007 after he allegedly stiffed her on child support payments back then.

Val eventually rectified that situation -- and the lien was removed in 2008.

We placed several calls to Val's rep for comment -- so far, no response.

He should certainly honor his abligations. But, at 19, child support is silly. If $27,500 was for the 2, he should be paying $13,750 for the one, along with any interest/penalty for missed payments.

As long as there are arrears on the order filed in New Mexico.Val owes her.If the state allows child support until children are graduated from college or trade schools he has to pay or face possible jail time.He is a dead beat of the worst kind. We can now add this to his list of credits right next to wife beater,dead beat,drug user, and movie star.Charlie Sheen move over

For those screaming about the amount he has to pay.He can file a petition to have the monthly amount reduced.But he still has to pay on the arrears. For those that think child support is silly.I would rather see a national child support system in place than \ the present system we have now.Children on welfare due to non support of a non custodial parent.

I don't like dead beat dads but come on $27,500 a month. I only get $500 a month and I support my child just fine. Private school roof over head medical expense and dental. get a job and learn to live on less hunny his career just is not what is was before.

She really is a great mom and cares for them relatively full time. She has a home to provide for, tuitions, commutes to NM or wherever he lives to visit. Granted they do live better than the rest of us but if your daddy is "famous" and probably has some good investments why not? As for him not working, he's been choosing terrible projects everyone knows he can do much better and despite his choices he still has a huge fan base. I'm sure he agreed to be the provider so let him provide. There are many parents where one does most of the parenting and other provides. I would sell anything I have to provide for my kids.

wow a 27,000/Mo paymnet is considered dead beat? thats like a Lotto payment. we assume he's making money, but when was the last time you saw a Val Kilmer movie? Gun? doubt those were big pay days! sounds like a gold digger who wants to buy a new Mercedes and uses her kids as an excuse for the money!

finally some common sense. If you can't find a way to make things work for almost a half million a year then you have issues. I'm sure she is a great parent, but if she was the real deal then she should be able to make it work, and should have a boat load of cash saved up. Even if she was paying 10k a month for schooling, or even 15k a month for schooling, she should have more then enough to make it work. Think about it, 15k for school, 1k for food, 5k for clothes etc... plus misc. of 3k still leaves another 3k to play with, and THOSE ARE BLOATED NUMBERS!!!

$27,500 a month for child support? OMG I hope they were able to cope for a few years without that amount EVERY SINGLE MONTH. What a scam. I live on less than that for an entire year.

If they had saved a mere $5000/mth for even 10 years they would have $60...0,000 in cash plus interest so with a little bit of interest they could have almost $1,000,000 in the bank to fund their every reasonable whim/need. Food, clothing, education. Not to mention the $22,500 they still had to spend every month - I'm just talking about saving $5000 of it per month over a decade, not the entire 15 years. Oh the humanity. Val Kilmer, you evil, evil man. Sickening whiners.

Agree with JB, maybe back in his prime movie making days Val could afford $27K/month in child support but I'm more than willing to be he isn't raking in that much a month now! The support payments should definitely be re-evaluated. Besides, I know teenagers are expensive but they sure as he11 aren't $27K a month expensive!!
