So, the tape proves that he was speeding, lost control of his car, that would be careless or reckless driving, trashes two parked cars, hands out his insurance info, and leaves the scene of the accident before the LAPD gets there. And, they're not even concerned enough to track this punkass down and even see if was under the influence of anything. It's not like alcohol and drug abuse aren't common to the Hilton family.
