For most people ... a $1.1 million debt to the IRS is a REALLY BIG DEAL ... but when you're Lionel Richie and worth an estimated $200 mil ... it's probably just a nuisance.

According to documents obtained by TMZ ... Richie owes the federal government $1,130,609.11 in unpaid income tax for 2010.

The singer has been slapped with a lien ... which means Uncle Sam can start going after his stuff if he doesn't fork over the dough ASAP.

We called Lionel's rep for comment -- still waiting for a call back.

The federal income tax is not owed by anyone outside of Federal Government employment, as only federal employees can be made liable for the tax when they volunteer to have the tax withheld. See this fact in subtitle C, Title 26, section 3402(p).
Know this too about unpaid so-called income taxes, anyone receiving a notice of federal tax lien , must be dealing in alcohol, tobacco or firearms business with the federal government. The lien of section 6321 in Title 26 is controlled by legislative regulation in Title 27 CFR Part 70.141. There is no legislative regulation providing for a lien for unpaid income taxes. See the proof on the GPO Access website in the Parallel Table of Authorities. The IRS has no jurisdiction over the private sector.
