Arrest His Ass!

Justin Bieber
just got cited for speeding on the freeway, and the witness who called 911 -- who happens to be an L.A. City Councilman -- tells TMZ, Bieber should have been cuffed, locked up, and stripped of his driving privileges.

L.A. City Councilman Dennis Zine -- who ironically was an LAPD motor officer for 18 years -- was on the 101 Freeway when he saw Justin in his chrome Fisker Karma roaring down the freeway at speeds that Zine says exceeded 100 mph.

Zine tells us ... Bieber was trying to shake a team of paparazzi (NOT TMZ) that was on his tail. 

Zine says, "Bieber was driving like a maniac. He was weaving in and out of traffic. There was hardly any space between cars as he weaved from lane to lane."

Zine says, "If I was on patrol, I would have arrested him for reckless driving. I was going 60 and he drove by me like he was in a rocket ship. He was a maniac." Zine called in to "TMZ Live" moments ago to explain exactly why he thinks Bieber belongs behind bars.

070612_zine_tmzlive_v2_launchZine also says the paparazzi were incredibly irresponsible, driving on the shoulder of the freeway and causing an extreme hazard. After he was pulled over, at least 4 paps were swarming Bieb's car.

070612_bieber_ticket_v2_launchBieber's manager, Scooter Braun, tells TMZ, Zine "is just a councilman looking for a headline."  Braun says Justin was cited for going 80 mph and he was being chased by the paparazzi. Braun adds a short time after getting ticketed, the paparazzi resumed their pursuit and Justin called 911.

Law enforcement sources tell us, after Bieber called 911, police caught up to his car and pulled him over again ... along with the paparazzi following him. We're told the cops warned the paparazzi to behave themselves, and everyone was sent on their way.

Law enforcement sources tell us ... the CHP is investigating the paparazzi for creating a hazardous situation.

So lets see...JB could have killed himself and someone else because he was followed by the Paps? This sounds like a bad movie we've seen before...what was it called again? Oh, right, Princess Diana!

I'm not one to stick up for the Beibz nor am I comparing him to Princess Di, but these paps are highly irresponsible and reckless. I'm waiting for the day they kill someone on this side of the Atlantic.

It's okay to break the law as long as you can blame someone else. But seriously to avoid the paps maybe purchase a car that is not like the only one in existence. It might help you blend in a little more.

If you don't want to be noticed by the paps (or fans for that matter), don't drive around in a chrome Fisker Karma. Not that this would draw attention to you or anything.....

Shouldn't his parents/reps/someone in his camp encourage him to get a driver? Does he think he's invincible or above the law? Is he so blind not to think he WON'T be followed by the papz (though I think the paps should take some of the responsibility in this matter)? Here is another 'accident waiting to happen' situation.

1. Bieber's is rich and famous, he can drive whatever car he wants. He should be able to do so.

2. Pass want to be rich, they should be able to do...whatever it is they do.

3. Neither has the right to endanger the public, so they should both be punished.

4. Jail is excessive. Id ticket him, put some points on his license, send him on his way. Give him a fine. I've prosecuted traffic cases, and this isnt the hoopla the councilman wants it to be. There are far worse drivers out there, because he's famous doesn't mean the punishment should be lessened, but it also doesn't mean it should be more either.

Why doesnt he drive a less recognizable car if he doesnt want the pap attention? Its easy to tell apart the celebs who actually do not want to be bothered by paps and the ones who live for it.

So, who's going to have to get killed before it is made illegal for the paparazzi to pursue celebrities in MOVING VEHICLES?!

I hold city / local government responsible for not having the balls to do this. Until this is made illegal, it will never stop.

Justin, please take your cars & all your possessions & go home to Canada or do the paparazzi in Canada not know who you are before you kill an American.
