Justin Bieber
has a real problem with speeding -- because TMZ has learned ... the singer's dangerous joyride Friday wasn't the first time he shattered L.A.'s speed limit in a fancy car.

Just last year, law enforcement sources tell us, Bieber was cited for going 90 in a Range Rover -- not exactly the safest car for breakneck speeds.

We're told the ticket was paid -- but clearly, Bieber didn't learn his lesson ... because as we reported, he allegedly topped 100mph Friday in his chromed out Fisker Karma, weaving in and out of traffic.

Justin's list of driving infractions doesn't end with speeding either -- he was pulled over in October for cutting off a CHP officer ... driving his Batmobile-themed Cadillac.

Less than two months later, Bieber was pulled over AGAIN for making an unsafe left turn in the same Batmobile-themed car.

Oh yeah, and there was also that time he love-tapped a Honda in a Ferrari.

So we gotta ask ...

Fools Rush In    

Not that I have never driven far too fast but there is a reason why insurers have such a sky high rate on this age group of young men. It's the inevitable risk taking and lack of experience that makes it so train wreck waiting to happen. If I were a judge that was able to suspend his driver's license, I probably would, for his own benefit, as well as others.

What i would like to know is why are the police officers who just "cited" justin not get hell? They take an oath to protect civilians..they didnt and are still not...i think there is a code of conduct violation..purposfully let him go knowing it was wrong..i think an investigation should be done by federal on the state of Californias police...this wouldnt fly in any other state!!! Plus this kid is canadian and with the prior record you would think they wouldnt of let him go. Where i am we have a three strikes your out. This means if you get three tickets before your 21 you lose your driving privileges for six months to a year and you pay fines...but with wreckless driving after all this above where i am from you would see jail i want justice and i want him deported!!!!

Bieber was wrong to speed. Speeding, after booze, kills or gives life-changing injures to significant numbers of motorists, pedestrians and other road users per year. That's a statistical fact in almost every country.
However - the dude's 18 years old. Speeding off when chased by older people, whom should know better, is one of the saner options. Nobody was punched, curbs mounted, lanes switched, or had water thrown on their expensive cameras. I'm sure I wouldn't have behaved sanely aged 18. But then I suppose he's had more experience of all that than me..
So yeah, both sides totally in the wrong, but the key person chased was 18, with a fast car. What did those photographers think would happen if they put pressure on an 18 year old in a fast car? It's practically inevitable.
He should get himself a fast car that blends into the crowd like a RS-6, if they do those in the US. Something more anonymous. He will grow out of the chrome. He's 18.

All these death machines being sold should come with a mandatory cruise control enabled to cap the speed at a reasonable amount. There is no reason anyone needs any car to go over 100mph on city streets.
