Officials and deputies in the California Highway Patrol are deeply split over whether Justin Bieber should have received a citation for Friday's wild, high-speed chase on the 101 Freeway in L.A. ... law enforcement sources tell TMZ.

We have spoken with numerous people from the CHP, and the division is deep.  Several high-ranking officials tell us ... they would not have ticketed Bieber, who was clocked at 80 mph, because he was "the victim" of rogue paparazzi who were chasing him.  One source said, "This was like a Princess Diana situation. It was not Bieber's fault."

And, of the ten 911 calls made during the initial chase, we're told most of them mentioned that a sports car was being chased in police pursuit style.

But others in the Department strongly disagree, saying Bieber should have slowed down and even gotten off the Freeway.  One source said, "It's like rushing a woman to the hospital who's about to give birth. You can't endanger the lives of innocent people, and Bieber did."

And, we're told, even though the paparazzo who was the biggest offender is under investigation after Justin filed a formal complaint, it's "unlikely" he'll be prosecuted. One CHP source said, "It's a misdemeanor committed outside the CHP's presence and it's a stretch the City Attorney will take the case."

Somehow, I doubt that the paparazzi would have been chasing him at high speeds if he had been going slow. He is 100% to blame and caused the situation. In addition, if he didn't want to encourage the situation, he wouldn't be driving such an easily identifiable vehicle. He LOVES the attention and will endanger anyone just to get more !

Diana's driver was found partially responsible for her death. Of course, Bieber couldn't be at fault at all, because he is, of course, a celebrity, and in L.A. that's a license to do anything.

1. "The Princess Diana situation" ??? Oh gee, I'm glad you set the record straight TMZ. After all these years I didn't realize that Diana was driving the car she died in.

2. Bieber was speeding, risking a catastrophe, and putting many lives in danger, least of all his puny girlish life. Maybe he should get an economy car and drive around nondescript instead of a car that is made of chrome that half of America has never even heard of. Speeding is speeding. He has thousands of pictures taken of him every day why is this so different that he has to put people in danger?

Bieber was given the ticket by a law enforcement officer. He has the right to appeal the ticket, just like everyone. The fact that there's a polling question asking the public if he "deserved" the ticket is applying the fame card to the law and tells him he can already pick and choose laws that apply to him.

The California Highway Patrol with there statement just gave every celebrity the licences to speed drive recless get into accidents injure or kill someone and laugh it off with the excuse well the Papperazzi was following me and the people i hit it was there fault for being in the way of the celebrity avoiding there picture being taken. This is America and the last i checked there is freedom of the press and freedom of speech whicn to me means if you are out in public you are fair game to have someone take your picture.

What does Bieber expect. He's driving down the street in that silver bullet for one reason. To attract attention to himself. Well he did. Try a car that doesn't scream "LOOK AT ME!!" One day we are going to once again read about one of these stars dying in a wreck caused by the Paps, and only then will they change any laws against the reckless driving behavior on both sides. Sad, but true.

I think in a case like this there's enough blame to go around to everyone concerned:

- Young Mr. Bieber shouldn't be driving at such high speeds and so recklessly in traffic.

- The Paparazzi following Young Mr. Bieber shouldn't be chasing after him at such high speeds.

IMHO yank everyone's licenses and send them to court to let the judge decide if jail time is warranted for endangering everyone else around them (and themselves) in such an egregious way.

HELL TO THE NOT IT'S NOT "LIKE A PRINCESS DIANA SITUATION"!!!!! WTF!!! Princess Diana was not driving. The person who was driving was INTOXICATED and should never have been a driver for them and lost control of the car at a high rate of speed. Your "source" is a moron and it is entirely Bieber's fault. He had many other safe options. He was driving and in control of his car. Princess Diana was not.

If his driving like a nutcase were a one time thing, maybe, but considering the list of incidents you posted, nope, he's at fault. To be honest, his own 911 call, plus the ridiculous scene that caused ten other people to call 911 makes me think he has no business driving around LA at all. I mean, it makes me feel bad....part of me says, this poor 18 year kid with his bad ass car just wants to drive it, then the other part of me says if he really doesn't know his way around whatsofreakingever like was evident on his own 911 call, and this is the ridiculous spectacle that will happen when he's driving around LA, he shouldn't be driving around LA. But after that list of driving incidents he's had, he apparently has a heavy foot and it's very ironic to me given the scene that he got that Fisker under (on Ellen, Scooter says "I always say 'be humble, be humble, don't buy anything flashy' but..." then gives him the car) it's very ironic to me that his apparent driving issues haven't gotten him slapped in the back of the head for driving like a knucklhead 18 year old with a heavy foot. (Although, I think behind closed doors and when not around people they give enough of a **** about, they're both arrogant and entitled acting.)
