0805_amanda_bynes_tmzA Los Angeles woman filed a police report yesterday afternoon claiming Amanda Bynes rear-ended her and then, after a brief conversation, drove off without exchanging insurance information ... TMZ has learned.

Kisa (last name withheld) tells TMZ she was driving her Toyota Corolla on Ventura Blvd. in the San Fernando Valley when she was struck by a woman in a black BMW. Kisa tells TMZ she didn't recognize the woman at first -- because she "looked like a hot mess" -- but once they began talking, she realized it was Amanda Bynes. 

Kisa says she got out her insurance card to exchange information, but says Bynes "seemed nervous about that." She says Bynes told her the damage to the Corolla didn't look that bad and proceeded to push her bumper back into place (that didn't work, see pic below).

Bynes then, according to Kisa, said they didn't need to exchange info since neither car was damaged badly. Kisa maintains, however, that Amanda's car had "significant" damage to it.  

Kisa says she continued to try and exchange info with Bynes, but Bynes just got in her car and drove off.  

Kisa tells TMZ she called the police, who responded to the scene and took a hit-and-run report. Kisa says when she told the officer who hit her, the officer replied, "Didn't she just get a DUI?"

Bynes was arrested on suspicion of DUI on April 6 (she pled not guilty) and was also accused of hit-and-run incidents on May 5 and May 27.

We've reached out repeateatly to Bynes' reps, who have not got back to us.

Looks like Amanda Bynes needs to get the full legal remedies that Lindsay has gotten ... jail time and a lot of very "un-fun" community service doing things like cleaning up public toilets, picking up garbage, working at the morgue with dead bodies, etc.

She needs to have her license taken away for a few years. Any auto insurance company willing to insure Amanda should charge her a ridiculous amount in premiums if they insure her at all. She's an accident waiting to happen.

Self entitiled, z-lister, terrible child actress, who thinks she is something special. She isn't, the police should treat this incident, like the other one, as a real hit and run and throw her jail or suspend her license. She thinks she is pretty, but in reality she looks like a chipmunk.

How is she able to drive so soon after a DUI? Here in Florida your license is gone from 10 days after your first arrest and is suspended until 6months after your final court date. This young woman needs to be held accountable before she kills someone.

I can't get past the journalism that I read every day that have misspellings. I should not be surprised from say TMZ, but I the misspelling in online newpapers. Who is watching the posting of stories? I guess noone, otherwise we would not have TMZ post the word 'repeateatly' in the last line of their story on Amanda Bynes.
