Miley Cyrus says the photographer who was hit and killed by a car should've known better because ... "Your mom teaches you when you're a child not to play in the street."

Miley unleashed a series of angry tweets over the death of the photog -- who was taking pics of Justin Bieber's car at the time.

Miley says, "It is unfair for anyone to put this on to Justin's conscious as well! This was bound to happen!"

She goes on to say, "The chaos that comes with the paparazzi acting like fools makes it impossible for anyone to make safe choices."

Miley also seemed to call for new paparazzi laws and added, "Wasn't Princess Di enough of a wake up call?! "

This has put me in the awkward position of agreeing with Miley Cyrus and kind of defending Justin Bieber.

The paps need to be controlled and held accountable by the law, it's ridiculous how reckless and dangerous they are to celebrities, everyone around them and themselves. I'll bet nothing changes though, aside from some paps trying to use this to their own advantage.... and TMZ going on about it.

Im sorry but did this guy get out of his car on a busy road to get a pic of Bieber hitting a pipe while he handed the cop his license and registration? Lol. Being a celebrity means getting followed by paparazzi. This is nothing new. It's known! I'm sure it's annoying to be followed everywhere you go, having no privacy, seeing your face plastered on rag mags in the checkout line..... If you don't want paparazzi following you and you want a normal life don't be a celebrity!! They are public figures in public places. Ill trade! The paparazzi can follow me around, snap pictures and makeup stories. That's fine because t would mean I could afford to put gas in my car and food on my table. Justin and miley can have my life. Working for low wages and struggling to afford food. What a rough life they lead. Boo ****ing who.

for f*cks sake stop using Princess Di's name in EVERY story involving a Pap. Also Miley is a fool who wanted to come off sounding intelligent and who wanted to make herself a part of the story. But in the end she just sounds like a heartless b*tch. A man was killed how about some compassion for the fact that a person actually lost his life! And yeah paps can be crazy but it is the culture in this country now that makes everyone want to know every little thing about a celebs and the juicy stories that make these paps go out there to get these pics. If people did not want to know there would be no need for these guys and if it was not this guy taking pics it would have been someone else. Miley needs to shut up and show respect for someone who has died who had a family and friends. IDIOT!!!!!!!!!!

Miley is just as naive thinking celebrities in general don't play a part in fueling the paparazzi. Clearly this wasn't Justin's fault but get to the root of the problem. ALL magazines, all celebrity websites (such as TMZ) play a part and the celebrities feed into it. It is a known fact that celebrities, via their reps, fuel stories and the whereabouts of the celebrities for exposure. Any exposure whether good or bad helps them. Magazines, even "good" ones such as People buy paparazzi pics. When celebrities keep going to the paparazzi paying mags with their stories, they fuel the fire. Celebrities always want it on their terms and that is not realistic. Go to the source and tell them no more and go to their friends feeding the stories and sources and tell them no more.
