Pulled Over AGAIN!!!

0202-lil-za-justin-bieber-ferrari-tmzStop us if you heard this one before ... Justin Bieber's pal Lil Za was pulled over today while driving Bieber's white Ferrari ... TMZ has learned.

According to an eye witness, the car pulled up to a Chipotle around noon in downtown Los Angeles when Za dropped off a female passenger and then took off. The witness says he saw the car make a u-turn ... and moments later, cops pulled the car over. 

The witness says Za was given a ticket and, after about 20 minutes, sent on his way.

Bieber was not there at the time. 

As TMZ first reported, Lil Za was pulled over early Friday morning (see below) and cited for driving without a license. He could have been arrested then, but cops cut him a break.

Justin needs to think about the consequences of repeatedly allowing this Lil Za kid to get in trouble while driving Justin's car. God forbid, if Lil Za hits and kills someone, Justin--depending on individual state laws--legally responsible.

Seriously though? How do these guys, as men, feel driving around another man's car and picking and dropping off girls in it? Like .... Really? Justin needs to cut the ambilical cord and let these guys speed in their own cars, because everytime they get in trouble with his car, his name WILL be brought up and dragged into it, whether he had anything to do with it or not. While I did not believe it before, after seeing this, it seems like they are, in many ways, leeching off of him. No one would ever be allowed to drive my car, especially one that cost so much. But I guess he has the money to spare. Too bad that isn't the same for his reputation, as it's dwindling by the minute.

Hey California Cops? When you going to DO YOUR JOB!!! They are no different than anybody else out there on the road. NO licensee means NO Insurance!! Do you get that? Hits and kills someone because YOU let them go. When in the hell are you going to start Locking these people up?
