Justin Bieber is about to score a very sweet plea deal in his Miami Beach DUI case ... TMZ has learned.
Sources familiar with the case tell TMZ ... prosecutors have backed off the DUI, resisting arrest and driving without a license charges, and they are working out a deal with Bieber's lawyers for the singer to plead no contest to reckless driving. The 3 charges will be dropped.
And this is the critical part ... prosecutors have backed off their demand for random drug testing ... something Bieber's lawyers would NEVER agree to for obvious reasons.
Bieber would not be entirely out of the woods ... he would be placed on probation -- it appears for 1 year -- which means he'd have to keep his nose clean.
We're told the deal could be finalized in days.
Ordered Into Rehab After DUI Plea
3/24/2014 3:30 PM PDT BY TMZ STAFF
David Cassidy's ass just got spanked by the legal system after pleading no contest to DUI -- the judge ordered him to enroll in a 90-day live-in rehab facility for alcohol abuse.
TMZ broke the story ... Cassidy was busted for DUI in L.A. back in January -- his third DUI arrest since 2010.
In addition to rehab, Cassidy was also sentenced to 60 months probation. He must also complete a 9-month alcohol program.
We were previously told Cassidy had enrolled in rehab last month. It's unclear if the judge will give him credit for his previous stint.
Cassidy had originally faced up to a year in jail -- so he should consider this a victory. Even if his wife still wants to divorce him.+
5:07 PM PT -- Cassidy's rep tells TMZ, the singer had already been enrolled in an inpatient rehab facility at the time of his sentencing today and the judge will be giving him credit for the 102 days he's served. We're told Cassidy will be transitioning into a monitored outpatient program (with a sober coach) early next month. The rep says, "David is very committed to his sobriety."
Paul Walker's Mom
My Granddaughter's Mom's an Alcoholic
I Want Guardianship
3/19/2014 5:15 PM PDT BY TMZ STAFF
Paul Walker's mother just filed court documents asking for guardianship of Paul's 15-year-old daughter ... because the real mom has a serious drinking problem.
Cheryl Walker claims in her docs -- obtained by TMZ -- Meadow and her mom, Rebecca Soteros, are already living with her but Rebecca can't care for her daughter because of her alcoholism.
As we previously reported ... Rebecca has 2 DUIs -- one in 2003 and another last year. We're told Meadow moved from Hawaii -- where Rebecca lived -- to live with Paul 3 years before he died because of her mom's problems with alcohol.
Cheryl says she's more than qualified -- she's raised 4 kids, she's a registered nurse and is a loving person.
Paul had said in his will he wanted his mom to be Meadow's guardian ... so this is clearly in line with what he wanted.
One other note ... the legal docs say Paul's estate is worth $16 MILLION ... a lot less than previously filed legal docs estimating his worth at around $25 mil.
NY Giants Co-Owner
I Believe NFL Will Punish Jim Irsay
3/18/2014 4:55 PM PDT BY TMZ STAFF
NY Giants co-owner Steve Tisch says he believes Colts owner Jim Irsay WILL face disciplinary action from the NFL over his DUI arrest -- telling TMZ Sports he believes the commissioner wants to "make a statement."
Tisch was out in L.A. Tuesday when he told us Jim's a "great guy" ... and he thinks his decision to enter a treatment center will make his life "a lot better."
But when it came to punishment from the NFL, Tisch explained ... "I can't speak on the commissioner's behalf ... I don't know what he's going to do ... but I feel he's going to do something."
"I think he's gonna make a statement."
FYI -- in the past 4 years, at least 3 executives from two NFL teams have been suspended by the league for at least 30 days because of DUI arrests. Because Irsay is an owner, he could face an even harsher punishment from the league.
Still, Tisch says the commish will most likely wait and see how the legal system handles Irsay's case before the league makes any decisions.
DUI Defense ... I Wasn't Wasted
My Foot Was Fractured!
3/18/2014 2:38 PM PDT BY TMZ STAFF
Justin Bieber has a solid explanation for APPEARING to be under the influence when he was told to walk the line ... he messed up his foot while skateboarding -- and you won't believe how Bieber threw his wealth in the cop's face during the arrest.
Justin has been charged with DUI in Miami Beach. Cops say Bieber tested positive for Xanax and weed ... his alcohol level was inconsequential ... .014.
Cops are hanging their hat on Bieber appearing unsteady as he tried walking the line in jail. But according to newly released documents, Bieber told cops he had a hairline fracture on his right foot ... caused by a skateboarding accident 3 months earlier.
And then there are some snotty comments from the Biebs. According to the new docs, Bieber told the arresting officer, "I'm 19 years old. I'm just out having a good time." The cop responded he wasn't driving around in a Lambo at that age. Bieber fired back, "Yeah, well, I bet you didn't have millions of dollars in your bank account either."
The arresting officer told Bieber it seemed he was having trouble driving the Lamborghini, to which Bieber responded, "What? I've been driving a Lamborghini since I was 15."
The case against Bieber seems about as shaky as his gait. It's pretty clear he wasn't drag racing as the arresting cop claimed. And another cop claimed Bieber reeked of booze, which doesn't seem possible.
Checks Into Treatment Facility
... After DUI Arrest
3/18/2014 1:06 PM PDT BY TMZ STAFF
Indianapolis Colts owner Jim Irsay checked into a "highly-respected health care facility" ... one day after he was arrested for DUI and drug possession in Indiana.
A rep for the Colts tells TMZ Sports, "Yesterday, Jim Irsay took the first step toward regaining good health. He voluntarily checked into a highly-respected health care facility and is committed to undergoing the treatment and care necessary to help him meet his challenges head-on."
The Colts did not go into detail on the nature of the "challenges" Irsay faces ... but the 54-year-old has previously acknowledged his issues with substance abuse.
The Colts rep adds ... "Jim, the Irsay family, and the Colts organization are all deeply appreciative of the incredible outpouring of support and compassion from our fans and the Indiana community."
As we previously reported, Irsay was pulled over late Sunday night for traffic violations -- and during the stop, officers determined he was intoxicated ... though police have not said if he was drunk or high.
Cops did say Irsay was in possession of various prescription drugs -- but the pills didn't match the prescription bottles.

Lots of Crying, But No ABCs
3/18/2014 9:50 AM PDT BY TMZ STAFF
Kate Major's DUI arrest last week began with a big lie, ended with her in cuffs, and featured A LOT OF CRYING in between.
As TMZ first reported, Major was busted for driving under the influence near her home in Florida following a blowout argument with boyfriend Michael Lohan.
THE INTERVIEW + FIRST TEST
The newly-released dashcam video begins after officers have pulled Major over and begun questioning her. When asked if she had been drinking ... Major flat out says no. As TMZ first reported, Major's BAC was .243 ... more than three times the legal limit in Florida.
Right when the officer began to conduct his first field sobriety test, Major began to break down crying.
WALK THE LINE AND ALPHABET TEST
Major was then given a walking test, which she seemed to do well on ... only the officer had not told her to start walking yet.
Then came the alphabet test ... which Major struggled with MAJORLY. She absolutely could not get past the letter V.
Once Major was done failing tests, the officer placed her under arrest and the waterworks began again BIG TIME.
Major was in court this morning where a judge ordered her to go to an in-patient rehab facility. When she gets out, she'll be forced to wear a tracking device.
Major will be released from jail some time in the next day or so, once she posts the $16,000 bond.
Arrested for DUI
3/17/2014 8:20 AM PDT BY TMZ STAFF
Chief Keef really does hate being sober -- TMZ has learned, the rapper was popped for DUI ... less than two weeks after he left rehab for weed.
Law enforcement sources tell TMZ, Keef was pulled over in Highland Park, IL early in the AM on March 5th for having expired tags on his 2010 Jeep Cherokee. When officers approached the vehicle, we're told it reeked of pot and, according to our sources, Keef openly admitted to smoking before driving.
We're told police administered a field sobriety test and Keef choked. He was placed under arrest at the scene. In addition to DUI, Keef was also charged with driving on a suspended license and cited for having no proof of insurance.
The rapper was subsequently released after posting $300 bail.
It's crazy for several reasons -- Keef had just left court-ordered rehab for weed addiction in February ... and three days after his arrest, he posted a pic of himself smoking weed on Instagram.
Colts Owner ARRESTED
for Driving Under the Influence
3/17/2014 5:30 AM PDT BY TMZ STAFF
7:51 AM PT -- Cops say Irsay had "multiple prescription drugs" in various pill bottles at the time of the arrest.
Cops also say Irsay was initially stopped just before midnight on Sunday after an officer noticed him driving really slow and failing to signal before making a turn.
After he was pulled over, Irsay failed several field sobriety tests and was eventually arrested for OWI.
Cops say the prescription pills found in Irsay's car did not match up with the prescription bottles.
He was ultimately popped for 4 felony counts of possession of a controlled substance.
Indianapolis Colts owner Jim Irsay was ARRESTED early Monday morning in Indiana for operating a vehicle while intoxicated ... this according to officials.
54-year-old Irsay was booked at 3:07 AM. He was also arrested for possession of a controlled substance ... though so far, it's unclear what that substance was.
Irsay was hauled to a jail in Hamilton County, Indiana. Jim's total bond was set at $22,500, according to the official jail website.
FYI -- The Colts have been in Jim's family for decades. Irsay's father purchased the Colts when Jim was 12 years old.

She freed him after she posted bail.
Last night outside Mr. Chow, Walker was tight-lipped about the arrest, but did tell our photog, "I'm on my way to rehab, baby."

As TMZ first reported, Major was arrested Thursday night after she got into a huge fight with Lohan, tried to drive away ... but crashed and got busted for DUI.
According to the police report, obtained by TMZ, the officer on the scene asked Major to perform SIX field sobriety tests ... and she didn't pass a single one.
When asked to touch her finger to her nose, the report says ... "Major missed the tip of her nose on her second, third, fourth, and fifth attempts. Touching her nostril on her second, third, and fourth attempts, and touching the space between her nose and upper lip on her fifth attempt."
