More jokes from President Obama ... this time, POTUS was busting out the zingers with the Team USA Olympians ... crackin' on everything from his gymnastics skills to "Phelps face."

It all went down at the White House ... where Obama and gold medal gym superstar Simone Biles riffed for a little while before B.O. turned his attention to Michael Phelps and the famous pre-race face that became an Internet meme.

One important note ... Ryan Lochte was NOT at the ceremony -- because he WASN'T ALLOWED per the punishment he received over that whole drunken bathroom situation in Rio. 

Too bad -- he missed a good time. 

Manny Pacquiao 'I Tried All Kinds of Drugs' ... Before I Became a Champ

0929_manny-pacquiao_tmzManny Pacquiao says he's no stranger to drug use -- admitting that he tried "all kinds of drugs" before he became a boxing champion. 

Pacquiao was talking about Philippines President Rodrigo Duterte and his plan to crack down on drug dealers in his home country ... when he delved into his own history with drugs. 

"I tried drugs ... many kinds of drugs, all kinds of drugs," Pacquiao reportedly said during an interview in his senate office in the Philippines. 

He noted the drug use occurred "before I became a champion."

President Duterte's crackdown has reportedly led to the deaths of more than 3,000 people -- but Pacquiao says he fully supports it because Duterte was chosen by God to "discipline the people."

Police officials in the Philippines say 3,171 drug dealers and users have been killed -- two thirds of which occurred at the hands of unknown assailants. The other 1/3 were killed by police.

Cedric the Entertainer's had it up to here with the killing of unarmed citizens, so he was front and center to march in protest.

The comedian led a large group of protesters Wednesday night in Hollywood during a rally ... which he says was born out of that meeting of concerned entertainers this summer.

Check out the vid, Cedric's clearly been impacted by the recent killing of black men in Tulsa and Charlotte -- and he makes a passionate argument for police reform.

French Montana Cops Profiled Me That's Why I Called 'em Out

0928-french-montana-tmzFrench Montana's adamant his "Black lives matter" shout-out wasn't a wisecrack at cops -- instead he was reacting to what he saw as harassment of his crew ... for no good reason.

The rapper tells TMZ, NYPD pulled over his SUV just one block from Aces strip club where they were partying. He says the officers told them they were checking to see if the driver had been drinking.

French says his guy was sober and when all his paperwork checked out, they peace'd out.

But he thinks cops were hoping to find something more incriminating. French believes he and his friends were targeted as they left Aces because they're black and famous. He says he only yelled "Black lives matter" to remind the cops it's "pathetic" to stop him for nothing. 

We reached out to NYPD for comment, so far no word back.

Cube appears on Too $hort's BoomBox podcast with Bobby Loco Wednesday and the upcoming election is a major talking point. It's interesting -- Cube urges the public they've got to work hard no matter who gets elected prez -- but he says the best solution for everybody is to just get Obama back in office.

Schilling is a staunch republican and says he's seriously leaning toward challenging Elizabeth Warren for her senate seat in 2018. 

After that, Schilling says ... "I'd love to give the White House a try."

He's not kidding. He's even got a plan ... and says he loves that he lives in a country where his presidential aspirations could very well be a reality.

Marco Rubio took over the Senate floor Tuesday morning in D.C. to pay tribute to Jose Fernandez -- calling the late MLB star "the pride of Miami."

Senator Rubio admitted he never met Fernandez personally -- but felt connected to the pitcher because of their common Cuban American heritage. 

"This young man meant a lot to a lot of us for different reasons and different ways," Rubio said.

"And now, just as quickly as he came into our lives, just as he was coming into his own and really, starting to fulfill his athletic potential, and just as we were really getting to know him, he is gone."

Presidential Debate Best Coverage Award ... 'Thanks a Lot Bitch' Reporter

Donald Trump and Hillary Clinton's first presidential debate coverage was largely predictable and even boring -- but Al Jazeera's Kimberly Halkett rose above the fray to go viral with 4 simple words.

Check out the vid ... Halkett got caught in a sea of people pre-debate. During the pushing and shoving one woman bumped Halkett from behind. She was clearly pissed about missing out on something, quickly turned and said, "Thanks a lot, bitch!"

We tried to get Kimberly on the phone, but she's still on her grind ... doing live reports -- and didn't have time to chat. It's cool. Wouldn't want to push her.

Woodley's beef is based on the fact that Trump has never been to Ferguson -- yet he mentioned the city in the debates Monday night when referencing cities with bad relationships between cops and citizens. 

"I got something for you Donald Trump," Woodley said ... "Quit mentioning Ferguson. Because you ain't never been to Ferguson and that's where I'm from." 

"He gotta keep Ferguson out his mouth so he can keep my fist out of his mouth." 

"I take that personally because he hasn't been there."

Legendary boxing promoter Bob Arum ain't going to the scorecards -- he saw the debate as a TOTAL KNOCKOUT for Hillary Clinton

Arum -- who worked with Muhammad Ali, Pacquiao, De La Hoya and more -- was excited about Hillary's performance while arriving to Craig's Monday night ... claiming Clinton smoked Trump. 

"She showed what a phony he is," Arum said ... "She was brilliant, she's gonna make a great president."

LeBron James says he will NOT follow Colin Kaepernick's lead when it comes to the National Anthem ... and vows to STAND when "The Star-Spangled Banner" is played during the NBA season. 

James was speaking with reporters at Cavs Media Day in Independence, OH when he explained his position. 

"Me, standing for the national anthem is something I will do," James said ... "That's who I am. That's what I believe in."

"But that doesn't mean I don't respect and don't agree with what Colin Kaepernick is doing."
