Biggie Smalls was shot and killed 15 years ago today ... but the rapper's female protege
Lil' Kim tells TMZ ... she's still in mourning ... explaining, "It still hurts very much."
Kim -- who was famously close with Biggie -- tells us she'll be honoring his memory at a private dinner in NY with close friends and family members ... saying, "I will never forget him and I will think about him every day until I die."
She adds, "I will celebrate him every single day of my life ... I have endless love for him and I'll be grateful and thankful to him until my last day."
"I love him ... and will never stop loving him."
Biggie was shot and killed outside the Petersen Automotive Museum in Los Angeles on March 9, 1997. His killer has still not been found.
Lil Kim is going to the tax lien Hall of Fame -- because the Queen Bee has run her bill with Uncle Sam into the seven figures ... TMZ has learned.
Lil Kim's tax problems are well-documented and go back nearly 10 years. According to documents filed with the L.A. Recorder's Office, Kim owes money every year from 2002-2009.
The 2009 amount, $86347.85, was just recently tacked on -- bringing her total $1,026,862.42.

A rep for Lil Kim emailed TMZ to say she has "hired professional attorneys to handle this matter" and that "she, along with her team of legal experts, are working cooperatively and diligently with the IRS and federal authorities to amicably resolve the situation."
Lil' Kim -- and her badonkadonk -- tried to relive some of their hip-hop heydays by droppin' it like it's hot while on stage at a party at an IMAX movie theater in Tampa this weekend.

Trouble seems to find its way to
Lil' Kim -- the freshly free felon/"Dancing" contestant just had her Bentley repo'd last year ... and now the car is at the center of a grand theft auto case.

TMZ has confirmed the ultra-expensive
Bentley actually belonged to record producer
Scott Storch, but here's the catch -- dude's lease ran out in '07 and he never gave the car back to the Florida-based leasing company. Instead he gave the car to Lil' Kim at some point in time.
Storch was arrested and charged with grand theft auto for failing to return the car -- and the repo company figured out that he had given it to Kim. Eventually, the repo company went to Kim's place in New Jersey and took it back.
Scott, who's currently in rehab, is set to appear in Broward County Court on May 29. We're told Kim is expected to be a witness in the case.
Lil' Kim is on the wrong show -- she shoulda been on "Deal or No Deal" so she could pay her taxes ... cause melting down a plastic trophy isn't going to make a dent.
The "
Dancing With the Stars" contestant reportedly owes $979,090 in delinquent state and federal taxes, according to
The Detroit News. Uncle Sam, as well as his cousin's in NY, CA, and NJ, also claims she owes them.
Lil's rep says, " Lil' Kim is paying her tax debt and will continue to do so."
How do you rack up almost a mil in debt when you didn't have to even pay rent for an entire year?

That well-hyped Notorious B.I.G. biopic is getting good buzz -– but at least one person has some big issues with it.
Namely, rapperista Lil' Kim, who says the flick is studded with "many lies" and that her own role in the movie is "a false portrayal of me." Ex-con Kim claims she was Biggie's girl for some time and was mentored by him as well.
Big's mom's response? "This is not a Lil Kim movie. It has nothing to do with Lil Kim. If she's disappointed and upset, that is her problem."
A couple guys who say they bent over backwards to make a record for Lil' Kim -- and boy did they ever -- are pissed because they're the one who got the shaft.

Bigshot producers Trackmasters claim in a lawsuit they did virtually everything they could for the rapperista: Helped pay her $200K debt to Kim's ex-record label, started a company with $1.6 mil called Brookland just for her, moved their offices near her NJ mansion, and on and on.
She recorded a few tracks... but then wanted to rip up and redo her contract with Brookland, demanding that Akon and Wyclef get into the act. When producers balked, she threatened to jack five tracks and take them to another label.
Kim's peeps didn't immediately comment.

The NYPD has nabbed a suspect in connection with the death of a young woman found on the roof at the Times Square club Spotlight Live after a birthday party for Lil' Kim.
The cops say they've arrested an employee of the club who was working at the bar at the time. Charges have yet to be filed and the man has yet to be arraigned.
The body of Ingrid Rivera was found in a shed on the roof of the building yesterday.
