Wilmer Valderrama is either a loud, obnoxious, inconsiderate home owner ... or his neighbor is a crotchety pain in the ass ... this according to a new lawsuit obtained by TMZ.

The former "70s Show" star is being sued by his next door neighbor Baruch Eichenbaum ... who claims Wilmer has been throwing RAGERS at his L.A. home for years ... and the noise is unbearable.

In the suit, filed in L.A. County Superior Court, the neighbor says he's bothered by "ongoing and continuing loud and disturbing noises from the property" ... from parties at all hours of the day and night.

Baruch also complains about constant noise from barking dogs.

Now here's the rub -- the neighbor says he's fired off at least 7 letters to Wilmer and has made dozens of phone calls to the actor to no avail. Baruch says he's also called the police on several occasions ... and even contacted animal control about the dog barking.

But Wilmer's parties don't stop ... allegedly ... and Baruch claims the shindigs interfere with his sleep. 

Baruch wants a judge for order WIlmer to pipe down ...AND he wants unspecified monetary damages. A rep for Wilmer had no comment.

Wilmer Valderrama just took his ridiculous string of smoking hot chicks to another level -- 'cause the way we see it ... landing Minka Kelly makes him a hall of famer. Kinda like her ex.

Now batting cleanup ... Fez?

Apparently the rumors are true ... Wilmer Valderrama and Derek Jeter's ex-GF Minka Kelly are becoming more than friends ... because the two were photo'd together in Australia yesterday looking very, VERY coupley.

Minka and Derek had been off and on for roughly 3 years ... and were most recently spotted together in Paris back in January ... leading many to believe they would reconcile for good.

Apparently not.

After attending a Halloween party together on Monday night, rumored lovebirds Wilmer Valderrama and Demi Lovato were seen sucking face outside Wilmer's house on Tuesday.

The couple previously dated back in 2010, after Demi split from Joe Jonas.

At 31, Wilmer is 12 years older than 19-year-old Demi.

Hours before he hit the red carpet for the premiere of his new movie, Wilmer Valderrama had to put his autograph on a speeding ticket after he was popped in L.A.


Law enforcement sources tell us Wilmer was cooperative during the stop ... even smiling while he got his ticket. We're told the ticket will run Wilmer upwards of $300.

A short time later, Wilmer threw on his suit and rolled on over to the premiere of "Larry Crowne" ... acting like nothing ever happened.

Ashton Kutcher and Wilmer Valderrama both starred on "That '70s Show" and they both had their birthdays in NYC last night -- separately.


So let's see here: Ashton's party had Madonna, Gwyneth Paltrow, Salma Hayek, Kate Hudson, Eric Dane, Liv Tyler, Ivanka Trump, blah, blah, blah and ... not Wilmer.

Wilmer had -- well, the party was sponsored by Don Julio tequila.

It was an utter pap-apalooza this weekend on Robertson Boulevard, as a bevy of shop-happy beauties battered their Black Cards along the trendy street.


TMZ cameras caught unspeakably gorgeous Kate Beckinsale dropping some dough at Kitson Men as Wilmer Valderrama hawked his clothing line -- in fact, sources tell TMZ that Wilmer was crestfallen that he didn't get an introduction to the "Underworld" star while they were in there.

Also out on the Bob -- Shanna Moakler, Christina Milian and her mom, Jenny McCarthy (shopping for Jim Carrey perhaps?) and David Spade, who banged a u-turn to avoid the paps ... and possibly even McCarthy herself.

Brit soccer hottie David Beckham came, saw and ... got benched? Only a week after conquering American shores, Becks found out that a bum ankle will keep him from playing soccer today. Beckham's team, the L.A. Galaxy, go up against Chelsea FC, which features many of Becks' former England national teammates.

Instead of roughing it up on the field, Becks, along with wife-y Posh, will reportedly be enjoying a "welcome to L.A." party hosted by new neighbors and BFFs Tom and Katie Cruise and Will Smith and Jada Pinkett Smith.

In the meantime, Becks has been spotted out with Princess Posh, protecting her crotch from camera shots. Nice save!

Surfs Up (Lessons) for McConaughey

Bongo-playing mimbo Matthew McConaughey may look like a natural wave rider, but in order to be ready for his next movie, "Surfer Dude" (wonder what that's about?), McConaughey's been taking surfing lessons. Page Six reports that muscle-y McConaughey's been spotted in Malibu accompanied by a surf coach in a kayak and two friends. Hang ten, dude!

No Love for Wilmer

They were thick as thieves on TV and during the early days, but now it seems the castmates of "That '70s Show" just can't find the time for one another. Case in point: tonight wiley Wilmer Valderrama launches his fashion line Calavena in The Hamptons at Stereo. Will his castmates and formerly close friends Topher Grace and Danny Masterson be in attendance? Not so, reports the N.Y. Post. It looks like Grace's dance card is full -- he'll be in the Hamptons, but at the Estate, at another fashion show, and Masterson is booked for an appearance at Dune.

Party Favors...Jody Sweetin Has Own Full House...Soap Star Gets Own Star...

"Full House" star Jody Sweetin, who played Stephanie on the sitcom, got married last Saturday to longtime boyfriend Cody Herpin in Las Vegas at the Church of the West on the Vegas Strip. Sweetin, who once battled a methamphetamine addiction, was married once before. ... Soap actor Eric Braeden, who's played Victor Newman on "The Young and the Restless" for more than 25 years, received a star on the Hollywood Walk of Fame yesterday. Most surprising? Minnesota Gov. Jesse Ventura was in attendance. Apparently, he's a big fan!

Borrowing a move from the David Spade PR playbook, Wilmer Valderrama was spotted giving a couple of bucks to a homeless man outside club LAX last night.

Wilmer was in a good mood as he left the Hollywood club Sunday evening, tossing a few dollars into a bum's cup as he chatted up TMZ's camera.

Looks like he's putting that "Yo Momma" money to good use.
