Brandy continues to have car issues. This is her yesterday in L.A. -- illegally talking on a handheld cell phone while driving -- nearly three years after causing a fatal car crash on an L.A. freeway.

We assume she wasn't on the phone with Maria Shriver, who surely would have told Brandy about the consequences of driving while talking on a handheld.

We've learned Brandy has just reached a settlement with the kids whose mother died in the singer's 2006 car crash.
Awatef Aboudihaj's two children will receive a total of $600,000 -- $300,000 each -- according to court documents filed in L.A. County Superior Court moments ago.
Aboudihaj died in 2006 after her car was struck by Brandy's Range Rover near the interchange of the 405 and 101 freeways in Los Angeles.
Her husband, Marouane Hdidou -- who has yet to settle with Brandy -- rejected his part of a $1.2 million settlement offer in February.

The man whose wife died in the Brandy car crash has rejected a big settlement -- and his lawyers have had enough of him.
You'll recall Awatef Aboudihaj was killed in 2006 after her car was struck by Brandy's Range Rover on the 405 Freeway in L.A.
The victim's husband, Marouane Hdidou, their two kids, the victim's parents and another car accident victim got a $1.2 million settlement offer. Under the deal, the insurance company would pay $1 million and Brandy would personally pay $200,000. Hdidou rejected the offer and the deal went south.
Hdidou's lawyers have had it, claiming their client's cut would have been $300,000, which they call "excellent."
They say he just won't listen to reason so they want off the case.

A man banged up in Brandy's fatal 2006 car crash is now suing the singer for allegedly causing the wreck -- and suing the lady who died for allegedly contributing to the chain reaction collision.

Donald Lite is going after Brandy and Awatef Aboudihaj -- the married mother of two killed in the accident -- claiming their disregard for road rules caused the multi-car pileup that left him with extreme physical damage.
In the suit, filed last week in L.A. County Superior Court, Lite says their failure to keep a safe distance, mixed with their inability to travel at a safe speed, caused Brandy to rear-end Awatef, which sent Awatef's car smashing into his.
Lite says he's suffered "serious and permanent injuries" that racked up a lot of hospital bills -- and is suing for an undetermined amount.

Brandy has made amends in the lawsuit that has been weighing on her conscience for quite some time. No, not that one.
The Scientolosinger settled a lawsuit with a landscaper who claimed she never paid her $3,576 bill. It turns out Brandy never got the bill in the mail -- yeah, sure -- and she paid it off in full. Whew! Now she can sleep at night.
Oh, the next hearing in that whole "fatal car accident" thing is July 11.

Brandy is currently being deposed in the civil case stemming from that fatal car accident back in December 2006. TMZ spotted Brandy being dropped off at her lawyer's office today in a gold Range Rover.
Last month, in a long-awaited decision, the L.A. City Attorney decided not to file criminal charges against the singer, whose car struck the vehicle of Awatef Aboudihaj on December 30, 2006. Aboudihaj, a mother of two, died the next day.
Aboudihaj's husband is suing Brandy for an undisclosed amount.

Brandy's high-powered attorney, Blair Berk, released the following statement exclusively to TMZ:
"We are extremely pleased that after a more thorough and extensive investigation by authorities, the Los Angeles City Attorney has determined that Brandy Norwood should not be charged with any crime whatsoever relating to the accident back in 2006."
She continued, "These past 12 months have posed an extraordinary hardship for Brandy and her family, who have been unfairly forced to live under a cloud of suspicion initially caused by the ill-advised and premature press release sent out by the California Highway Patrol accusing Brandy of wrongdoing before the police investigation was even finished. However, Brandy continues to be mindful that she was so fortunate to be uninjured in this accident and there was a life lost that should be remembered."

The L.A. City Attorney has decided not to file charges against Brandy over the fatal car accident she was in last year.
The accident occurred one year ago Sunday near the interchange of the 405 and 101 freeways in Los Angeles. Brandy's car struck the vehicle of Awatef Aboudihaj, who died. Authorities say another car then sideswiped Aboudihaj's car. A well-placed source in the California Highway Patrol, however, tells TMZ Aboudihaj actually struck the car in front of her and then slammed on her brakes before Brandy made contact.
We're told the City Attorney's decision came after considerable conflict within the office. It is highly unusual to wait until the last day to pull the trigger.

TMZ has learned the hang-up in deciding whether to file vehicular manslaughter charges against Brandy is that Brandy may have been a victim, not a culprit.
A CHP source tells TMZ the woman who died in the car accident involving Brandy actually struck the vehicle in front of her before Brandy made any contact. The law enforcement source says Awatef Aboudihaj, the woman who died, struck the car in front of her -- which was going 65 mph, and then slammed on her brakes. We're told the sudden stop caused Brandy to hit the dead woman's car.
What's more, L.A. County Coroner spokesperson Captain Ed Winter tells TMZ that toxicology reports show Aboudihaj had "slight traces" of marijuana in her system at the time of the crash.
The L.A. City Attorney has until the end of the business day on Friday to decide whether to file criminal charges against Brandy -- that's when the one-year statute of limitations runs out. Sources tell TMZ there is significant division in the City Attorney's office, and a decision still has not been made. The problem for the City Attorney: if they file manslaughter charges, they have to prove Brandy did something negligent -- and we're told that could be difficult if not impossible.

More than 11 months after getting into a car crash that killed a mother of two, Brandy was out clubbing again in Hollywood.

The 28-year-old R&B singer hit up Club National on Friday, celebrating brother Ray J's new CD. I still know what you did last year!
The L.A. City Attorney's office has until December 30 -- the one year anniversary of the crash-- to decide whether to file criminal charges against the former "Moesha" star. Brandy could skate just in time to celebrate the New Year. The victim's family -- not so much.

The clock is ticking for the L.A. The first anniversary of the accident, December 30, is fast approaching, but Brandy has not been charged.

The widower of the woman who died in a car accident involving R&B singer Brandy Norwood is furious that Brandy is out partying it up while he's still mourning his wife's death.
TMZ spoke with the attorney for Awatef Aboudihaj's husband, Marquane Hdidou, outside of court today. He said his client is extremely angry that he sees pictures of Brandy out clubbing so soon after the crash, which took place last December. Perhaps he saw them here?
In court today, the judge allowed the four parties suing Brandy in civil court to combine their cases: Hdidou, his wife's two kids from a previous marriage, her parents, and Mallory Ham, the man who survived the accident. A trial date has been set for January 28.
As for the criminal case, the investigation is still ongoing and no charges have been filed. Why does it take eight months to investigate a car crash?

Law enforcement sources tell TMZ that officials in the Los Angeles City Attorney's office are split over whether to prosecute Brandy for a fatal car accident last December.
Brandy's Range Rover rear-ended a car, triggering a multi-car accident, which resulted in the death of a 38-year-old woman. One source says there was a "conflict" in the City Attorney's office over whether Brandy should be prosecuted at all. The charge on the table, we're told, is misdemeanor vehicular manslaughter.
We're told prosecutors are waiting on technical data that will measure the speed of Brandy's vehicle on impact. The data will help prosecutors determine if the singer tried to brake before impact. The tests are being conducted by a London based firm.
When the results are returned, the City Attorney will make a decision. One source says, "At this point it could go either way."

Despite facing four lawsuits for her involvement in a car crash that killed a 38-year-old mother, Brandy was all smiles as she left Area on Saturday -- apparently, she's been dying to get out.
The former "America's Got Talent" host exited the trendy West Hollywood nightclub and told photogs she was "going home." Brandy then got in the passenger seat of an SUV, buckled up and had her friend drive her off into the night.

A survivor of the fatal car crash involving Brandy is going after the singer in court, claiming that the ousted "America's Got Talent" judge should have known the consequences of speeding in a Range Rover.
In the lawsuit filed today in Los Angeles County Superior Court and exclusively obtained by TMZ, Mallory Ham claims that Brandy "recklessly wantonly, unlawfully, and maliciously" operated the car responsible for causing a deadly collision on the 405 Freeway last December.
According to the document, Ham, who says he was "severely injured" as a result of the multi-car accident, is demanding that the singer pay for unspecified medical bills, pain and suffering, legal costs and punitive damages.
This is the fourth lawsuit Brandy is facing regarding the crash that killed 38-year-old Awatef Aboudihaj.
UPDATE: TMZ has also obtained Brandy's response to the wrongful death suit filed against her. In the papers, filed May 23, Brandy says she "denies each and every allegation in the complaint and further denies that plaintiff's have been damaged in any sum or sums whatsoever." In addition, Brandy "alleges and asserts her Fifth Amendment privileges" and asks that the matter go to trial before a jury.
