Jacob's uncle says Jacob's 3 kids -- who were in the car when their dad was shot -- are severely traumatized and in the care of relatives. They don't really understand what happened, but they know their dad was hurt badly.

Jacob Blake was in some sort of a tussle with police officers before breaking free and trying to walk away ... and before one of those cops fired 7 shots into his back.

New footage has emerged of the moments leading up to Blake being shot this weekend in Kenosha, WI -- and it shows a different angle than the viral clip captured from a home across the street. This time, the camera's rolling just a few yards away.

The angle depicts what was happening shortly before Blake stood up and walked around the side of his car and opened the door ... and then ultimately getting fired upon at point-blank range. While it's a bit hard to fully make out, you can clearly see a struggle between Blake and officers. Nonetheless, he's unarmed and unthreatening as his back is turned to the cop who repeatedly shoots him.

The full official details about what led up to the shooting are still hazy, but it appears Blake was already involved in some sort of altercation with police. Reports say witnesses claimed he was breaking up a fight between two females, nothing more.

The officers involved have been placed on administrative leave while an investigation continues. Meanwhile, protests have erupted ... and more violence has broken out.

Blake miraculously survived the gunshots, and is currently in critical condition in the ICU.

New Jersey Petting Zoo Teens Reportedly Break In, Cause Chaos ... Ride Donkey, Free Animals

A group of teenagers broke into a New Jersey petting zoo and ran amok ... and cops say they turned the place upside down in the middle of the night and cruelly put lipstick on one of the animals.

Cops in Wyckoff, NJ say at least six teens illegally made their way onto Abma's Farm this weekend around 10 PM or so, well after business hours. The family that lives there and runs the place says they heard commotion outside, and ran out to see what was going on.

They claim they encountered a number of adolescents on the grounds in different animal pens. The family members say they tried chasing them down, but all the kids got away.

Afterward, the owner says he was sent a photo of a blonde girl riding one of his miniature donkeys, with her full weight on it ... and a Snapchat filter that read, "Abma's Farm." It also appears one of their ponies received a makeover ... with lipstick applied to its mouth.

The facility claims the kids also released a bunch of animals from their confined areas and interacted with the livestock in ways that were dangerous ... leaving the creatures frazzled after the fact. Luckily, Abma's Farm says all their animals are accounted for.

The place remained closed Monday as a vet went through and checked up on all of the 60 or so of the animals on the premises. Abma's Farm seemed irate in the Facebook post, saying this wasn't just teenage hijinks and pranks ... it was outright disrespectful and criminal.

Cops haven't made any arrests yet, but are on the lookout. They believe they have solid leads with at least one photo and some potential names as well.

A white police officer in Kenosha, Wisconsin opened fire on an unarmed Black man who was simply walking away from him -- shooting him point-blank seven times ... and it's all on video.

The officer-involved shooting went down Sunday near 40th and 28th Avenue -- where witnesses say the victim was simply breaking up a fight when cops were called to the scene. It's unclear what unfolded from there, but this video captures the crucial 20 seconds.

You see the man walking away from a few officers ... who appear to be telling him to stop, with guns drawn. He makes his away around a car in a nonthreatening manner, he opens the door and attempts to get inside. One of the cops grabs hold of his shirt, and for some inexplicable reason, he unloads seven rounds at arm's length. The victim was flown to a hospital and has been listed as being in serious condition.

Protests are now growing by the minute. Many are demanding the swift arrest of the officer who fired the shots.

While the situation is still very fluid, it seems an outright inexcusable act of police brutality. Even if the man was disobeying orders, he was nonviolent, nonthreatening, unarmed and there was no attempt to subdue him in the vehicle.

According to reports on the ground, the state Department of Justice is already taking over the investigation. Kenosha PD, for its part, says officers on the scene provided immediate aid -- but also note that they instantly transferred the case to outside agencies.

Detroit Cop Shoots, Kills Fenced-In Dog ... Police Dept. Sides with Cop

3:14 PM PT -- The Detroit PD just told us, the officer who shot the dog did nothing wrong. They say the cop was looking for a gun an armed suspect had discarded, and was with her police dog that was on a leash. Short story -- the law required the cop to control her dog and stay away from a fence where a dog was legally on the other side -- contained on its property, but she didn't and the dogs began fighting.

The PD says the only way the cop could extricate her dog from the pitbull's mouth was to shoot it. The law couldn't be clearer -- the cop -- who had her dog on a leash -- did not have control of her dog, because she should have kept it away from the fence. And, get this ... the PD is saying the fence was illegally constructed ... as if that mattered.

6:52 PM PT -- Bottom line ... this was a tragedy on all sides of the fence. The police officer's dog was badly hurt and we're told she is distraught over the whole incident. She clearly did not intend for the dogs to fight, so it's sad all around.

A police officer caught on camera shooting and killing a fenced-in dog on its own property after it tangled with her own K-9 through a gate ... and the footage is horrible.

This incident was captured on a home security cam somewhere in Detroit, and it shows a medium-sized white pooch on his property behind a fence, following a cop and her K-9 walking on the sidewalk ... until they reach the end, and the two dogs get into it.

From the looks of the clip, it appears the cop did not have control of her dog ... and its snout gets latched onto by the white one through the rails. Rather than try to pull her dog away -- or literally anything else at all -- the officer is seen pulling out a weapon of some sort and discharging it right in the white dog's face.

People online are claiming she shot it with her gun, and that the dog died. Before that, however, you can see it twitching violently on the ground as other officers surround the scene. The video cuts shortly after that.

At a bare minimum, the cop is in clear violation of the leash law ... the dog was on a leash, but the officer did not adequately control the animal by keeping it away from the fence.

But, it's already catching national attention -- ex-Democratic presidential candidate Julian Castro is demanding answers and accountability ... as are many others.

Georgia Cop Tasers Black Woman ... Fired for Conduct, Broke Dept. Values

The Georgia police officer who used his Taser on a Black woman and continued to use what many consider excessive force afterward is now without a job ... according to his bosses.

Officer Michael Oxford was terminated this week from his job at the Gwinnett County Police Dept. after viral video surfaced showing him tasing and forcibly arresting an African-American woman on her front porch while surrounded by family members.

GCPD says they canned Oxford Friday for conduct they considered to go against their core values -- even though they do say he was technically in the right to try and arrest the woman, Kyndesia Smith. She was reported as a potential suspect who'd allegedly vandalized a neighbor's car and threatened them and their kid ... Oxford responded to check it out.

The department writes that while Oxford did have probable cause to detain and arrest Smith for obstruction of a law enforcement officer, they disagreed with how he went about doing it ... despite them saying his use of force was within their policy. Seemingly contradictory, but the bottom line here ... he didn't take the proper steps to try and keep the peace.

GCPD says their investigation looked into whether proper de-escalation techniques were used and whether Oxford had violated their standards in handling things. They add, "Our policy states that each member of this department shall consider it his or her duty to be of service to the general public and to render that service in a kind, considerate, and patient manner." Basically, they're saying he went above and beyond to be a jerk.

Another telling line from the department ... "One of our core values is courtesy. We strive to conduct ourselves in a manner that promotes mutual respect with the community and our peers." They went on to say that Oxford simply didn't meet that, so they cut him loose.

Smith was ultimately booked for simple battery against an officer and willful obstruction of law enforcement. Unclear if she was even involved in the initial incident that sparked this.

Britney Spears' ex-husband -- not Kevin Federline, the other one -- is back in her life and seems to be shooting his shot for another chance ... he's joining the #FreeBritney movement.

Jason Allen Alexander -- who you may recall was married to Britney for a whopping 55 hours after their wild, 2004 Vegas wedding -- was outside the L.A. courthouse Wednesday where a hearing took place over her conservatorship ... which has been in force since 2008 after her breakdown.

Jason reps himself as a bit of an expert on these conservatorship court proceedings -- though it's unclear why -- and tells us he believes it's long overdue for her to be rid of it ... much like thousands of other Britney fans.

More interesting though, is Jason says he's back in touch with his longtime friend and brief spouse after not hearing from her for a decade ... and suggests he's been heavily involved in major recent developments in her life.

Jason even admits he's there with the hope of rekindling things with Britney -- claiming their marriage was never given a fair chance ... and he's down for a do-over.

As we reported ... Britney's looking to make some big changes to her conservatorship -- mainly, she wants her father, Jamie, to no longer be in charge of it.

As we reported, sources with direct and long-standing knowledge of the conservatorship tell TMZ ... Britney's in a conservatorship because she's not capable of making important life decisions because of her mental illness. They also say if left to her own devices things could go south very fast.

Britney Spears Conservatorship Unchanged After Court Hearing

Britney Spears wants a change in her 12-year conservatorship but she didn't get it at today's court hearing ... because TMZ has learned it was all status quo.

As we reported, Britney's lawyer filed legal docs asking to permanently replace her dad, Jamie Spears, as the conservator over her person. She also wants a bank or other financial institution to manage her business affairs, along with Jamie. Currently, Jamie is the sole conservator over her business affairs.

Here's the rub ... certain legal docs need to be filed before her issues go before a judge, and that hasn't happened. Sources with direct knowledge tell TMZ ... Wednesday's court hearing was simply a scheduled status conference and nothing has changed.

Our sources say Britney's problem in this case is that there has been a declaration she's not able to make important life decisions because of her mental illness, so her wishes will almost certainly be tempered by the very fact there is a conservatorship.

Sources connected to Britney say she is not doing well and has not been on an even keel for more than a year.

There has been a social media push -- and even the ACLU joined in -- questioning the conservatorship and advocating that it end, but multiple sources connected with the conservatorship say the doctors who have been caring for Britney over the last dozen years have said the conservatorship is necessary for her safety and possibly even her survival.

Robert Kraft Sex Spa Video Blocked Again ... Prosecutors Lose Appeal

Another huge victory in court for Robert Kraft ... video allegedly showing the Patriots owner receiving sex acts in a massage spa has been ruled INADMISSIBLE once again.

The 79-year-old's dream team of attorneys had successfully argued last year that Feb. 2019 footage of Kraft inside a Jupiter, Fla. day spa violated his rights and should NOT be allowed to be used in the case against him.

But, prosecutors appealed the decision to the Florida Fourth District Court of Appeal ... and said at a June hearing that police had every right to roll on Kraft.

On Wednesday ... judges sided with the New England owner -- saying in a lengthy opinion that cops screwed up in the way they went about recording video inside of the spa.

In the opinion, the judges say Kraft -- and others who received legitimate non-sexual massages -- had a reasonable right to privacy inside the facility.

The judges also say officers didn't do enough in their surveillance to protect those innocent people who were inside the spa getting perfectly legal massages.

Prosecutors now have the option to appeal yet again to a higher court ... but this is likely the last stop.

In other words, seems the footage has been officially blocked for good.

It's a huge deal for RK ... officials have hit him with 2 charges of soliciting prostitution and he was realistically looking at a fine and community service if convicted -- but with no smoking gun video, it'll be much harder to get a conviction.

A spokesperson for Kraft tells TMZ Sports the Pats owner is "pleased" with the ruling -- noting that it effectively blocks footage "that should never have been taken."

"In doing so, the appellate panel unanimously agreed with every judge who has examined these issues and ruled that law enforcement acted unconstitutionally when conducting their investigation."

"This ruling protects the constitutional rights and civil liberties of all the men and women who were illegally spied on in this case. More broadly, this ruling will further protect the civil liberties of  all Americans, by helping prevent future 4th Amendment violations like those that occurred in this case."

'Tiger King' Star Jeff Lowe Feds Suspend His License To Run Joe Exotic's Old Zoo

Uncle Sam is shutting down Jeff Lowe ... suspending his license to show off wild animals at Joe Exotic's old zoo ... at least for now.

A rep for The U.S. Department of Agriculture tells TMZ ... the 'Tiger King' star's exhibitor license for the Greater Wynnewood Exotic Animal Park -- formerly known as the G.W. Zoo under Joe's command -- was suspended this week for 21 days.

We're told the suspension is the result of "recent inspections" at the zoo that were less than favorable. As we reported, investigators said several of Jeff's animals appeared to be weak and neglected. There was also a 16-week-old lion cub who was so thin, she could barely stand ... and was immediately taken to a vet.

Jeff called BS on the inspection, but clearly, USDA officials felt strong enough about their findings to pull his license. An exhibitor's license essentially allows a zookeeper to display everything from big cats, bears, primates and other USDA-regulated species. Without it, Lowe can't really run the zoo.

As for his suspension, Jeff says he and his team are confident they will be able to produce evidence to prove his animals are healthy. He also tells us that once he's back up and running, he's putting together a virtual zoo that visitors can access from home to check on the animals.

As you'd expect, PETA's already dancing on Jeff's metaphorical grave. The org thinks the suspension should be followed by a permanent revocation of his license ... although, the feds aren't saying that's on the table.

Britney Spears I Want My Dad Off Conservatorship ... At Least as a Solo Act

Britney Spears is looking to make some big changes to her conservatorship -- and she's firmly against her father, Jamie, continuing to run the whole show.

Britney's court-appointed attorney just filed new court docs spelling out Britney's wishes -- she wants Jamie Spears out as sole conservator over her estate and appears to want the woman who since last Fall has been calling the shots to be the permanent conservator over her regular person.

In the docs, the lawyer says Britney "strongly prefers" keeping Jodi Montgomery in the position -- who has been assigned as the temporary conservator over Britney's person for nearly a year now. At this point, she says she wants to put her in that role permanently.

As for her business affairs, Britney's attorney says she doesn't want Jamie to be the only one handling her estate anymore -- which he's been managing exclusively since 2019 when his co-conservator resigned.

Instead, he says Britney prefers a "qualified corporate fiduciary" to manage the business affairs of her estate. But, what's unclear in the docs is if she's okay with keeping Jamie on as a co-conservator at all.

Sources with knowledge of the situation tell us conversations have been had about adding a corporate fiduciary -- which we're told would likely be a bank -- but that the talks have included Jamie staying on as co-conservator of the estate. The wording from Britney's side in the docs isn't clear if she's still open to that arrangement or not.

The docs also say what we told you last year ... Britney no longer wants to perform at this time -- as in, no more Vegas residency. The attorney says a major overhaul in how her conservatorship is run is needed to reflect her current lifestyle and her wishes.

Britney's attorney is seeking input on these matters from all others involved in her conservatorship. There's a hearing on the matter on Wednesday.

President Trump I'm Pardoning Susan B. Anthony ... For Voting in 1872

President Trump has revealed whom he's going to pardon this week -- and no, it's not Joe Exotic ... strangely, it's Susan B. Anthony.

DT made the announcement Tuesday after hyping up the fact the day prior he was going to pardon someone major, saying Anthony shouldn't have been found guilty for casting a vote in the presidential election of 1872 ... which was illegal for women to do back then.

It's a bizarre choice and comes off as a desperate appeal to women before the November election -- especially on the 100-year anniversary of the passage of the 19th Amendment. We get it ... but fact is, there's plenty of still-living people that could've used the pardon now.

Still, since we're talking SBA -- here's the story on her conviction ... which was issued under sketchy circumstances and probably didn't need official rectifying all these years later.

Susan broke the voting law in protest that year when Ulysses S. Grant was facing off against Horace Greeley. Like we said, only men were allowed to cast ballots in those times -- but the women's suffrage movement was in full swing ... and Susan was leading the charge. She and about a dozen other women were given access to the booths.

She was one of many arrested and tried for voting -- but the judge presiding over her case actually directed the jury to hand down a guilty verdict, which they did. All she had to do was pay a $100 fine, but she resisted ... standing on principle she'd done nothing wrong.

Funny enough, the Supreme Court later ruled that it was wrong for a federal judge to direct a verdict out of a jury -- but Anthony's conviction still stood in the books ... until now, that is.

Master P Maybe Kim's Just What We Need ... To Free My Bro, C-Murder

Kim Kardashian could be just what the doctor ordered in Master P's quest to free his famous sibling, C-Murder ... but he knows it's not gonna be easy.

Master P told us it's a blessing to have Kim K on his side as he continues his decades-long fight to free rapper C-Murder from the Louisiana State Penitentiary, and he's hoping her celebrity can be the difference-maker.

Although Kim's on board now, Master P and his family have poured time and energy into this for years -- they lobbied President Obama, trying to get a new trial ... and C-Murder went on a hunger strike. Some supporters fear Kim's involvement might overshadow those efforts, but Master P says she might be the missing piece.

As we reported ... Kim's vowing to put her resources towards freeing C-Murder, who is serving a life sentence after being convicted in the 2002 fatal shooting of a 16-year-old at a Louisiana nightclub.

Remember ... the evidence in the case has recently been questioned and eyewitness have since recanted testimony pinning C-Murder to the crime. Jurors were also allegedly pressured to vote guilty.

Kim's joining forces with C-Murder's ex-girlfriend, Monica, and Master P tells us he appreciates them both coming forward to help his brother, as long as it's for all the right reasons. MP says it's important for the case to be dealt with respectfully, because it's near and dear to his family's heart.

Master P knows Kim has a pretty good track record with freeing prisoners -- take Alice Marie Johnson for starters -- but he tells us why Louisiana is an entirely different beast.

Bottom line for Master P ... he'll take all the celebrity help he can get, but the hard work starts now.

Jam Master Jay 2 Men Indicted for His Murder After 18 Years ... Family has 'Mixed Emotions'

12:41 PM PT -- The motive behind Jam Master Jay’s murder was that one of the suspects had been cut out of a drug deal … according to the U.S. Attorney’s Office.

According to federal prosecutors … the investigation revealed Jay had acquired 10 kilos of cocaine to be distributed in Maryland by Washington, Jordan and others, but Jay allegedly told Washington he was not going to be involved.

So, authorities allege the 2 suspects entered Jay’s studio around 7:30 PM armed with firearms, and Jordan fired 2 shots at close range … one of which hit the Run-DMC DJ in the head and killed him. The second shot struck another person in the leg.

Each man is charged with murder while engaged in narcotics trafficking and firearm-related murder for the fatal shooting. Jordan is also charged with one count of conspiracy to distribute cocaine and 7 counts of cocaine distribution.

Both men are facing 20 years to life in prison, or possibly even the death penalty, if convicted.

The murder of Run-DMC DJ Jam Master Jay has been a mystery for nearly 2 decades ... but 2 men are finally in custody for the crime, TMZ has confirmed.

Jay was shot to death on October 30, 2002, in a recording studio in Queens, and now federal prosecutors are indicting  Ronald Washington and Karl Jordan, Jr. for the crime.

The 2 men have long been suspects, but the feds finally feel they have the goods to prosecute them on charges of murder while engaged in drug trafficking.

Federal prosecutors are expected to announce the charges some time Monday, as was first reported by the NY Times.

Washington is already serving a federal sentence for robbery, and Jordan was taken into custody Sunday.

JMJ, real name Jason Mizell, was just 37 when he was killed.

C-Murder just broke his silence on Kim joining his fight for freedom, saying KK and his ex-girlfriend, Monica, are angels sent by God.

In a message from behind the walls of the Louisiana State Penitentiary, where C-Murder is serving a life sentence after being convicted in the 2002 fatal shooting of a 16-year-old fan at a Louisiana nightclub, CM says he's focusing on his blessings ... namely, Kim devoting resources to try and get his 2009 conviction overturned.

C-Murder says he called his ex 7 months ago and that's when Monica started to get Kim involved, unbeknownst to him. C-Murder says he can finally sleep knowing Kim and Monica are fighting for his freedom.

Master P's been fighting for his brother ... lobbying President Obama and trying to get a new jury to look at the case ... but now KK is trying to do for C-Murder what she did for Alice Marie Johnson.

As we reported ... Kim pledged to get involved with C-Murder's case Sunday, noting evidence is now in question and eyewitnesses have recanted testimony pinning him to the crime he was convicted of committing. Jurors were also allegedly pressured to vote guilty.

Australian Cop Flung Trying to Cling to Car Door ... During Crazy Getaway

One Australian cop can now say he does his own stunts -- because that's exactly what it looked like as he went flying through the air trying to stop a guy who allegedly jacked a car.

A Victoria police officer got roped into an action movie scene late last week in Melbourne, while attempting to detain a man who cops say was making an escape in a stolen car -- allegedly, because he was breaking the country's stage four lockdown restrictions.

The man didn't wanna talk though, and according to authorities ... hopped into this whip and tried driving off. This one cop wasn't about to let him off easy, as he tried yanking the dude out through the driver side, but things went left when they started going in reverse.

Because of his position on the door, the officer was flung back when the car hit another one behind it on impact. His body was thrown at least 10 feet or so, and he hits a parked car incredibly hard before springing back up and continuing to give chase to the getaway driver.

We gotta say, the cop here is pretty tough all things considered. He's said to have only suffered minor injuries from the scary encounter. As for the suspect, he was reportedly apprehended and booked on several charges. Also ... they say he contracted COVID-19.
