13. Just goes to show that the city of Muncie will give ANYONE a badge. Los Angeles Police have to go through many many months of training and are back ground checked to death and many good candidates do not even make it that far. This piece of crap city gives them away. Glad I do not live in that state or city. I'd be scared to death about being protected. What a joke.
