Britney Spears will not be charged over an incident last year in which she allegedly ran over the foot of a paparazzo.

According to the LAPD, Brit was not at fault and the evidence doesn't prove that Brit left the scene of an accident -- since it's impossible to tell whether or not Brit was even aware she ran over the photog's foot.

Of course, it's usually impossible to tell what Britney is aware of.

2. I agree with the decision. Paparazzi jump in front of her car when they know she's about to go just to get a picture. You've posted lots of videos where they hound her car even as she's moving. It's probably the fault of the guy who got his foot run over, in all honesty.

15. Watch the movie Paparazzi....these guys will do anything for a cheap buck. They're worse than prostitutes. I completly blame these a-holes for ruining the lifes of people like her. Mark my words, they are sitting in the bushes waiting for Myley Cyrus to turn of age for the first crotch shot.......these people need to be arrested constantly.
