Locklear Police Report -- "Obvious Impairment"

The California Highway Patrol has released the arrest report from Heather Locklear's DUI bust:

"A concerned citizen observed a visibly impaired woman, later identified as Heather Locklear, at a parking lot in Montecito, CA. Ms. Locklear was driving forwards and backwards over a pair of sunglasses and revving her engine. A few moments later, that citizen watched Ms. Locklear drive away. The citizen left the parking lot and came upon Ms. Locklear and her vehicle now stopped within the roadway on east Valley Road, near Live Oaks Road, in Montecito.

The citizen became concerned when Ms. Locklear exited her vehicle and stumbled into the traffic lane. Concerned for Ms. Locklear's safety, the citizen called 911 and reported the entire incident to CHP Ventura Dispatch.

CHP Dispatch broadcast the situation to officers in the area. Santa Barbara CHP officers responded to the area. Upon arrival, they located Ms. Locklear seated alone in the driver's seat of her vehicle which was obstructing the traffic lane.

Upon contact Ms. Locklear appeared to be disoriented. After an on scene evaluation a DUI investigation was initiated. Although obvious impairment was exhibited during the tests, alcohol was ruled out as a factor.

Based on the circumstances and Ms. Locklear's objective symptoms, she was arrested for suspicion of operating a motor vehicle under the influence of a controlled substance.

She was transported to the Santa Barbara CHP office, where she was evaluated by a Drug Recognition Expert, who concluded Ms. Locklear was under the influence of a controlled substance, and could not safely operate a motor vehicle.

A chemical test was obtained and Ms. Locklear was transported and booked into the Santa Barbara County Jail for violation of 23152(a) VC (Driving under the influence) and 11550 (a) H&S (being under the influence of a controlled substance)."

No need to worry everyone. She will get off without a problem. Not even probation, I'd bet. Celebrities do NOT have the same reprocutions the rest of the world does. If you are a fan, don't sweat it. She will be fine. Just hope she is not driving on the same highway as me in the future!

sounds to me like "concerned citizen" Jill Iskanian is a sicko media whore who was actually stalking Heather. i used to live in the area - it's a small, small village - likely Ms. Iskanian set up Heather to get busted so she could somehow benefit from it all. isn't she under investigation by the FBI for hacking into her former employer's computer to gain information about celebrities? for all of you people who are dissing Heather - give her a break. she's a nice person and even if she were impaired, everyone makes mistakes. btw, i saw the pictures, and she didn't look at that impaired. Iskanian should have gone to jail too! karma has a way of evening things all out.

The article says that the police found Heather in her car blocking
the road.. that she appeared impaired and failed a field sobriety
test ... what else matters?? She was stopped in the road and
disoriented according to the police. Being 'hot' doesn't mean you
get a free 'drive messed up' card. Too bad Heather, you were acting
and driving oddly someone called 911.. doesn't matter who.. the cops
on scene found her impaired and arrested .. and 'charged' her. Stop
making excuses.. hopefully she gets help from this ordeal and doesn't
end up another Hollywood O.D. case.

I have known Heather as an Actress in Commercials on her way up. I had her in for many auditions and she was the sweetest most professional person. I always admired her for being so terrific and together and then watched her as she did great work in all the shows and series. She has so much class, beauty and talent.
The woman who called 911 like Heather was a criminal should be ashamed of herself. Yes, she should have gone over to help her if she was in danger. I am sure Heather would have appreciated that instead this woman trying to ruin Heather's good name,which she cannot do.
Obviously Heather is having some problems and is working to get better. The woman who called 911 should have also got Jack Wagner's phone number and called him to help Heather. This woman has no compassion for someone in need and now this episode is plastered all over the place.
I hope Heather has some caring family and friends that are deeply compassionate. She needs honest and true people around her to help during this great time of need. Look at the creeps that aided in the death of Anna Nicole.

Heather is obviously abusing prescription drugs. You don't have to be a skanky person to abuse prescription drugs!! This is clearly a terrible out of control problem in our country and maybe now she will get the help she needs. Go to rehab Heather and get help!! Take responsibility...don't try to pass the blame to someone else!!

A recent post: "I'd imagine the only drugs the police are going to find in Heather's body are the one's she was prescribed to help her deal with her depression and anxiety. Neither of which should illegal to be driving with in your system." - It's possible to found too impaired for driving by being shocked with the possible frame-up, and events that Heather went though.

Add the prescribed drugs that Heather was taking, and the CHP officer could have easily made a mistake about Heather's apparent intoxication on meds. - If the chp's retested her after she calmed down, the results may have been different.

It's possible to have an off day, and get pulled over by the police. After given a physical dui test, be found too impaired to operate a vehicle.

With the extra report by Jill that Heather was running over her sunglasses in the parking lot, Jill was adding fuel to the fire of a possible misdiagnosis on her prescribed meds.

Celebrity chasing: Looking for celebrities that maybe having an off day, and wait till they get into their car. Follow them, and call 911, then call photogs, and start taking photos. When the police pull the celebrity over, the celebrity chaser takes photos, and sells them to the highest bidder. - for thousands of dollars. - That is not cool.
