Michael Phelps -- Our BadThere is definitely a Michael Phelps who owes $20,000 to the State of California ... problem is, he's not the same Michael Phelps who competed in the Olympics.

As for the real Phelps, he's in excellent tax standing in the Golden state.

Now, we're off to buy a ton of Speedos ... and Omega watches ... and PowerBars ...

If Harvey is a real attorney, then why in the hell didn't he make certain his uneducated, inarticulate, incompetent staff had researched it properly. Just goes to show what shabby "work" TMZ does!

Perhaps you should try fact checking before you post... once something is posted or reported on a lot of people never hear or read the retraction. Whom ever on your staff was responsible for the false report should be fired.
