Two children alone in the house without supervision is dangerous enough, but even more dangerous if ONE child is left ALONE. Yes,people get away with it, that cannot be an excuse. It should be avoided. I doubt that the child is retarded,and if he were, that would be the more reason NOT to leave him alone.
