@Botz, you are indeed correct. This is limo Plate 002, a GW Bush era secret service limo, that the SS often uses for current POTUS/FLOTUS on oversees trips, along with at least one other limo. POTUS was in fact in this car as it got stuck. They don't seem to use the "Beast" (i.e., the 2009 limo) oversees very often (I have not seen the Beast on any oversees trips).
