Jailer Wanted 'No Smoking' Zone for Charlie Sheen

The woman who threw the monkey wrench in the Charlie Sheen plea agreement wanted to tighten the screws on Charlie to the point he couldn't even light up a cigarette while he was out working at a local theater ... TMZ has learned.

Beverly Campbell is Pitkin County's Jail Administrative Officer.  We've learned ... on Monday, Campbell insinuated herself in the deal her boss -- the Sheriff himself -- signed off on.  Campbell believes Charlie is not eligible for work release, but rather his daily get-out-of-jail pass should be something called "Useful Public Service (UPS)."

We're told Campbell believes under UPS, Charlie should only get out between the hours of 10 AM and 4 PM.  Under the work release deal her boss signed, Charlie was supposed to get out between 8 AM and 8 PM.

Even worse, sources say Campbell believes under the UPS program Charlie has no right to eat, drink sodas, or smoke when he's working at the Aspen Theatre. 

And, under the UPS program, Charlie would have faced a longer period of probation after serving his time than under the work release program.

TMZ broke the story ... the Sheriff and the D.A. actually signed a plea deal that utterly contradicted what Campbell was demanding, but the Sheriff would not overrule or discipline her ... at least not while he was in court.

In the end, we're told Charlie's lawyer, Yale Galanter, refused to relent and pulled the plug.

Will the Sheriff lay down the law to Beverly?

Wow. This woman is WAY out of line. Not only did her superiors agree to this deal, part of her argument doesn't even make sense. "No drinking soda or eating while on work release or 'UPS'"? Granted, I don't know much about jail, however I was under the impression that inmates are able to purchase soda, snack food, etc., with funds in their canteen. How is that any different than drinking a Pepsi while sitting in a community theater?!
The only point she made that makes any sense at all is the "no smoking" thing. It's only fair that inmates shouldn't be allowed to smoke on condition of work release, etc. if the jail is non-smoking.
A big problem here though is not only is she costing the court system, but causing this to likely interfere with the filming of Charlie's show. Under the plea that Charlie agreed to, he would have finished his time in jail before shooting was scheduled to begin. Question is...if the D.A. and Sheriff or whoever decide to stick with the initial plea deal (albeit a month from now) and production is delayed because of this woman's attention whoring, can Charlie, the show or the network sue over this nonsense?

I get it. It is a small town area with a big reputation. Gloria was there to see Charlie didn;t get off easy. Her client the cop that got fired was friends withthe other FEMALE officer in charge of Work Release and she or GLORIA got to her. That or it didn't take much for a woman who suspects a man that hurt a woman get off that easy.
Gloria knew what was going to happen and came to gloat on pissing off Charie with her client. That or she came to disrupt and cause a scene.
Next step for Charlie's lawyer is to prove it, or claim the work release officer is either friends with fired cop or has personal interest in the case or predjudice of what Charlie POSSIBLY did and not going to stand for it. I agree punishment is not party time and do what you want. Maybe she didn't want to baby sit this one.
Charlie may have to go with original Plan A and change it to not include Work Release if smart, or Plan B is to fight it or go with the next best option of what the original 4 options were.
How does this EMPLOYEE get to go against a Plea by all parties, Sheriff, the judge to agree if the judge was going to and her own boss? How does that happen? She is asking to be fired.

So let's see...the guy hits his wife hard enough to break her glasses but was supposed to be allowed out from 8 am to 8 pm? And how is that jail? I thought that jail was supposed to be a punishment, meant to keep prisoners IN and away from the general public. Oh wait! I forgot! Charlie is a celebrity. Duh, silly me.

It sounds like somebody's man cheated on her with a hooker and she's taking it out on Charlie. I agree with the idea that celebrities shouldn't get preferential treatment but this woman is out of line. I know that in my line of work, if I decided to gainsay my boss, or my boss's boss, I'd be fired immediately. In this case it sounds like Beverly is the one with the big ego, not Charlie.
