Harvey,

If California considers that texting while driving is not a moving violation, then logically driving drunk shouldn't be either until an accident has occurred. It makes no sense. In both cases, your ability to react is severely impaired. And that's what the letter of the law should reflect.

Why did Paris Hilton get until October to appear in court ?
If that were ANY ordinary person they would have been brought before the judge the next day.
