just got cited for speeding on the freeway, and the witness who called 911 -- who happens to be an L.A. City Councilman -- tells TMZ, Bieber should have been cuffed, locked up, and stripped of his driving privileges.

L.A. City Councilman Dennis Zine -- who ironically was an LAPD motor officer for 18 years -- was on the 101 Freeway when he saw Justin in his chrome Fisker Karma roaring down the freeway at speeds that Zine says exceeded 100 mph.

Zine tells us ... Bieber was trying to shake a team of paparazzi (NOT TMZ) that was on his tail. 

Zine says, "Bieber was driving like a maniac. He was weaving in and out of traffic. There was hardly any space between cars as he weaved from lane to lane."

Zine says, "If I was on patrol, I would have arrested him for reckless driving. I was going 60 and he drove by me like he was in a rocket ship. He was a maniac." Zine called in to "TMZ Live" moments ago to explain exactly why he thinks Bieber belongs behind bars.

070612_zine_tmzlive_v2_launchZine also says the paparazzi were incredibly irresponsible, driving on the shoulder of the freeway and causing an extreme hazard. After he was pulled over, at least 4 paps were swarming Bieb's car.

070612_bieber_ticket_v2_launchBieber's manager, Scooter Braun, tells TMZ, Zine "is just a councilman looking for a headline."  Braun says Justin was cited for going 80 mph and he was being chased by the paparazzi. Braun adds a short time after getting ticketed, the paparazzi resumed their pursuit and Justin called 911.

Law enforcement sources tell us, after Bieber called 911, police caught up to his car and pulled him over again ... along with the paparazzi following him. We're told the cops warned the paparazzi to behave themselves, and everyone was sent on their way.

Law enforcement sources tell us ... the CHP is investigating the paparazzi for creating a hazardous situation.

Justin – JMO stop breath/think for a 2nd. I can sympathize with the annoyance of the ppz. But ur actions could have been disastrous if not ur last. JMO make amends, apologize, learn, grow and move on. I also understand the excitement of driving an hp automobile an recommend that with ur amount of resources to rent a race track or enrolling in one of the many racing schools available. I do not assume to know u but have to believe u would not purposely or unintentionally mean to change or end someone’s life due to ur actions.

the papara.......oh hell, the dirtbags with cameras.....were speeding too, so where are their well deserved tickets for speeding?? and when is common sense and civility going to come into play? These idiots need to be prosecuted for a felony stalking and putting someone's life in danger. Keep arresting them, thin the herd and less people will be hurt. Of course the lawyers will be out of business, but screw them too. Princess Diana would still be alive if this had happened years ago.

Here's what little biebs should have done. When he was being followed, he should have either driven to a police station or pulled over to call 911, then take pics of the papparazzi & their cars as evidence of their crimes. Thinking that driving away at 100mph is typical entitled lindsay lohan thinking and should be cited by the police.

Why are papparazzi not prosecuted as stalkers when they do not stay a reasonable distance away from someone? If you or I continually chased someone, bumped into them, hacked into their phone, etc--we would be in jail. Wish someone would prosecute successfully to set a precedent---

This kid is so big headed. Whats the deal with him, he can't sing, he can't dance, he looks and acts like a spoiled little brat. I have seen much better singers on American Idol and the X Factor, way, way better...., he also needs to go back to school. He could have seriously hurt or killed people and himself for driving like a crazy show off idiot in his fancy car. Hopefully in the near future he will be on the back burner and the teens will find another idol.

At what point does the paparazzi turn into stalkers and can be prosecuted? I would like to see a case brought against them to make a precedent on this. If you or I followed someone continually and bumped into them and hacked their phones, etc--we would be in jail. They should be made to stay a reasonable distance away.

this is disappointing, honestly. I think he's a good kid, and it seems like he really does try to do the right thing.. but, instead of him speeding 80mph to "get away from the paparazzi", he should have called 911 to begin with if he felt he was in that much danger. Its kind of hypocritical to give lectures and do commercials about not texting and driving and then do this. Speeding is just as dangerous, if not more. An 18 year old shouldn't have that car anyway. 80 mph is absolutely unacceptable in that location.

Biebers manager is an idiot. he's just trying to stick up for bieber. and make it seem like he didn't do anything wrong. well, tough freakin noodles. i do agree with that councilman, with that car and paparazzi chasing after him. i wouldn't be surprised if he goes over 100. this is probably not the first time he speeds like a maniac. but this is definitely the first time he got caught by driving over the speed limit like a psycho.
