Stephanie Pratt
's boyfriend is not copping to assaulting a cop by running over his foot with a Ferrari ... because we've learned Julien Chabbott claims he didn't illegally park the car and he also believes the officer is faking injury ... further proving Stephanie is dating a raging idiot.

Sources close to Pratt and Chabbott tell TMZ Julien is adamant ... a valet left his $260,000 Ferrari in a no-parking zone, so he was just "frustrated" that the cop painted him as the bad guy. 

We're also told Julien believes the cop wasn't hurt when the Ferrari's tire ran over his foot.  Julien believes the video shows the cop looked just fine as he walked over to the driver's door, adding the cop doesn't start limping until he knows other officers are watching.

Oh yeah, Julien also says he believes the cop was just trying to meet his quota.

As for Officer Felix Recio ... law enforcement sources tell us his left foot and right hand were injured and he went to a hospital for treatment.

Recio says Julien was bitching about the ticket, got back in his car and began driving away, even thought he was ordered to stand on the sidewalk.

Julien has been charged with felony assault and misdemeanor obstruction of governmental administration. That certainly sounds about right.

a ticket would be much better than what hes gonna go thru now and i hate to take the douche side on this but the cop has some blame here!! he moved his foot there on purpose!!plus for sure that cop is wearing STEEL TOE shoes!!(the better to kick you with)!!

Why is he trying to drive off when the cop is there writing a ticket and standing against the vehicle? Dunno who they are but this guy obviously ain't the sharpest knife in the drawer to do that despite being told not to by the cop. The smack on the window should have let him know he should stop moving. Why argue with someone who has the power to take away your freedom or shoot you? How do so many stupid people get to drive Ferraris anyway? Americans belly-aching about lost jobs and bad economy yet they can't pump enough money at these knobs in the name of entertainment. Methinks, like Rome, this is the crash and burn of the American Empire.

The cop told him to stop so he should have listened but the cop purposely put his foot under the car. how convenient is this situation for the cop!?! NYPD has to deal with all these arrogant,disrespectful, rich kids everyday. The cop now gets an extended paid vacation along with an enormous lawsuit. My guess is that the cop is either REAL dumb or saw the dollar signs when the kid started to move the Ferrari.

The two most common negative stereotypes of the NYPD are: 1. Many are under educated brutes who lack common sense ... in simple terms, they are dumb-arses (dumb enough to say....put your foot in front of the wheel of a moving car). 2. They are scheming criminals with authority. Scheming criminals that would .... say .... purposely put themselves in harms way to later benefit financially.

There is no way the driver knew that the cop's foot was under his tire - he is sitting low and the hood of the car is very long. That is why he didn't back up. The cop knew he, at least, would get some paid time off, and maybe a civil lawsuit vs. a rich kid. If this was a Toyota Corolla the cop never would have put his foot under the front tire. I'm sure it hurt though.

So disappointed TMZ! You really got it wrong this time and the bad guy poll should say, take "after" watching the video!! The caption and story completely make it seem like the driver of this car was the bad guy and douche bag UNTIL you watch the video and realize the cop is the real DOUCHE BAG by purposely staging an accident when he put his body and foot in the way and under the tire so he could be hit! Not that he was! What a disgrace! This is something degenerates would do to celebrities! Claim they were knocked up or had a gay affair so they could get a quick payoff to make the matter disappear.

Everybody saying that it's the cops fault is an idiot. You don't move a car when the ticket is being written. you ask if you can move, and if he says no then that is too bad. Even if the cop was embelishing, you don't get into a car while a cop is writing you a ticket and just drive away like he is not there - that's common sense. I bet if he just talked to the guy like a decent human being he probably would have gotten the ticket thrown away.

The driver was wrong for trying to drive off.. but wtf tries to stop a car with their foot? Twice that cop sticks how foot down under the tire the second time he really kicks it in there. I think the cop saw a potential pay day. Besides his reaction was like a roid rage.
