Alleged LAPD Beating Victim

Brian Mulligan beat up
There's no doubt ...  Brian Mulligan -- an international banking honcho -- was beaten to a pulp by the LAPD -- based on photos obtained by TMZ.
Mulligan -- the Managing Director and Vice Chairman of Media for Deutsche Bank -- is unrecognizable in the pics -- with severe nasal fractures and lacerations, a concussion, a fractured right scapula, and numerous contusions and abrasions. 

Although the LAPD claims officers beat and arrested Mulligan after he became violent and threatening ... prosecutors declined to file charges.  Our sources say prosecutors believe the photos are "clear evidence of excessive force."  Indeed, Mulligan already filed a $50 million claim against the City of L.A.

TMZ first reported, Mulligan claims two LAPD cops beat him senseless after wrongfully detaining him ... claiming he resembled a person suspected of attempted car theft.  Mulligan claims the officers took him to a hotel against his will and when he tried to leave officers brutally attacked him.

Mulligan's lawyers, J. Michael Flanagan and Valerie Wass, tell TMZ cops at the scene conceded Mulligan was NOT under the influence of drugs and they described him as “calm, lucid, and cooperative." They tell TMZ, "Mulligan had committed no violations of law and was not arrested. No drugs were found during a search of his person or his vehicle, and the officers found absolutely no evidence of drug use by Mulligan."

Flanagan and Wass say cops also engaged in a cover-up, telling us, "The two officers who inflicted the injuries on Mulligan subsequently concocted a police report in an attempt to justify their use of excessive and deadly force and to obtain a filing of criminal charges against Mulligan."

This is really sad and plain weird. How did this all happen in a hotel no less? Were they in a lobby or checked into a room? Maybe these cops were trying to make some kind of deal with him for money and he refused, so they gave him the beat down. I wonder how he got away. Did they just abondon him in the room and let the maid find him?

He might be a car thief in terms of instigating an unfair repossession, but he sure doesn't look like any cary jacker. I wonder what is really behind this story. Who are these cops who did this? Are they up on charges now?

Cops will hurt you if they don't like you and can get away with it. I guess they thought they could get away with this somehow, so I think someone else higher up might have put them up to it.

I wonder if it is organized crime. I think the banks hold alot of money for them and maybe they lost some in this bank. Very weird.

Things like this happen everyday to normal people. This guy is rich and works for a major a company, so we are hearing his story. If he was a regular guy, he would still be sitting in jail and probably be getting beat some more for no reason. If this guy really didn't do anything, he should just be thankful that he wasn't shot 20 times.

action reaction? next action?,he didn`t react to thier actions and the movement was going so keep it going gang cops vs gang bangers beat`um.WHEN I LIVED IN LA every morning at 4.30AM the cops in training beat dwon the street pimps every FN day and ran them,but they would be back in a hour or two.But the beat downs only took place at 4.30 AM as regular as clock work.billy clubs teeth broken out street craptiers and window well pisterts got thiert smit beaten everyday until thye didn`t return.hollywood street st francise bldg

I'm sorry for what he went through. I hope he does get some compensation but I don't think he deserves 50 million dollars. Its completely greedy to ask for that amount and it isn't fair to the taxpayers who will be the ones footing the bill.
