's sister -- who has a good shot at becoming the permanent guardian -- has had a storied history of financial problems ... TMZ has learned.

Shanelle Gray filed for full-blown bankruptcy back in 2000, with assets totaling a measly $385 and debts totaling $42,561.89.  At the time of the filing, Shanelle declared a grand total of $10 cash and $75 in her checking account.  As for her other worldly possessions, she listed a bed, dresses, an alarm clock and a radio, and that's it. 

Fast forward to last month, when Ariel's mom, Chrystal Workman, argued in court Shanelle was an unfit guardian because she allegedly has a motive to get her hands on Ariel's money.  When the court appointed Shanelle temporary guardian, however, she specifically did NOT ask for control of or access to Ariel's finances.

As for what Shanelle's doing these days ... she owns an actor's studio in L.A. It's unclear how well she's doing, but it's safe to say she's not raking in the $75k per week Ariel makes on "Modern Family."

Meanwhile, Ariel's mother Chrystal left court today feeling desperate in the wake of a blistering report by the L.A. County Department of Children and Family Services -- which found Chrystal had emotionally abused her daughter.

Chrystal -- whom the DCFS has recommended be permanently stripped of custody -- told us, "I just want to see my daughter. I love her very much." '

Ariel's dad Glenn Workman -- who has volunteered to take custody of Ariel instead of her older sister -- was also in court today, but he wasn't too talkative on the way out.

I don't understand. Isn't Shanelle 22 years old? How could she possibly claim bankruptcy in 2000 when that would make her 12 years old? This poor girl was taken from her abusive mother who ended up having two more kids and now the youngest one and the only one earning a living apparently is thankfully going to be taken away from the mother as well. Leave this girl alone.

What needs to be done is to turn Ariel's finances over to a trustee, someone NOT in the family. This way only Ariel has access to HER money, as long as it benefits her and not the sponges wanting custody. Family and money do not mix at all. I know from experience, especially when it came to my mother in law and the BS I had to go through dealing with her. Ariels interest shoud be considered, lets see how loving and caring the family is when her money is locked out of their hands. We all know that child actors are used, the parents/family suck what they can and when the money is needed..it's not there. Something needs to be done to protect child actors from their greedy family members. It's sad but reality.

Why are people actin like the mother not having a job is a bad thing? Ariel didn't wake up one day and have her job on Modern Family. Her mother assisted her with that, whether you all choose to acknowledge that or not. It's because of her mother that she has a job, and is in the career of work where she'll essentially be set for life. The majority of stage moms do not have jobs anyway. Their job is to look after their children, and often to manage them. This girl truly should be thanking her mother, honestly. The majority of children have had to endure worse than this girl has, and they don't have a contract on an Emmy winning show either. If we all called CPS everytime our parents yelled at us, and dictated what we ate, the foster system would be flooded. It's what ALL parents do, and that is a fact.

Ariel Winter, child star of the hit show Modern Family, is at the center of a battle for her guardianship. Her mother, Chrystal Workman, is facing accusations from the Los Angeles County Department of Children and Family Services regarding emotional abuse of Ariel. Ariel’s father, Glenn Workman, has offered to assume custody of Ariel and her sister, Shanelle Gray, is willing to continue her temporary guardianship of Ariel. Gray, who has had numerous financial issues in the past, including a bankruptcy filing in 2000, now owns an actor’s studio in Los Angeles. In Virginia, if allegations of child abuse are made and determined to be founded by the State, a parent can lose custody of his or her child. At that point, a guardian would be necessary to ensure the welfare of the minor child. In this case, it appears that Ariel’s father is willing to assume custody. A court will need to determine if Ariel’s father is an appropriate custodian or if Ariel’s sister should be granted permanent guardianship.
