obviously didn't see the letters from the State of California -- 'cause he's been slapped with two separate tax liens ... accusing him of owing a staggering $40 to the government (that isn't a typo).

TMZ obtained the liens against Stevie ... and hilariously, the collection costs and penalties are higher than the tax bill itself -- $98 in total, almost two and a half times the tax amount.

All told, California says Stevie's gotta pay $138 ... which he probably earned in music royalties in the time it took you to read this post.

behold Government excellence - f'ing taxes are so complicated there's no way they could justify a $40 decision and there's no way they could efficiently collect on it - they should have just dropped it as "close enough"

WOW why aren't these people in jail. The "common" man would have been. Don't pay a speeding ticket - you go to jail...what's wrong with this picture. Take something they own to pay it...the poor middle class can't keep everything going...dah have them sell some of there "nice" things!!

All that valuable time and resources used to track down a $40 oversight (no pun intended), that probably cost the county $500 to compile. No wonder (n. p. i.) California is broke.

Stevie Wonder has had two separate tax liens filed against him for a grand total of $40. In essence a tax lien is the government’s legal claim against all of your property, real and personal. After a tax lien has attached, it can severely affect your ability to get credit. Furthermore, a tax lien cannot be discharged in bankruptcy, and therefore, the lien will continue after bankruptcy. Unlike many of the other celebrities who have notoriously had tax liens for hundreds of thousands of dollars, Mr. Wonder should not have any trouble paying off his tax lien and getting the IRS off his back. It is rather unfortunate however that he will have to pay more than twice as much in collection costs and penalties, $98, than the tax amount owed.
