Randy and Evi Quaid know how to drive a hard bargain ... because we've learned they still haven't paid the bill for which they're being prosecuted.
Sources connected with the case tell TMZ the $5,546.96 the Quaids sent the San Ysidro Ranch to settle the bill they skipped out on isn't the full payment -- not by a long shot.
We're told the Quaids still owe another $5,000. And get this -- we're told Evi called the Ranch and said she and Randy would only pay the balance if they call off the dogs -- i.e., they wouldn't press charges.

Randy and Evil Quaid are DEADBEATS who belong in jail. This is a common occurance for them. From what I have been reading, they do this every place they stay.
