Whatever her reasons are for getting the implants, hopefully she knows what she's getting into. As a "big chested" gal growing up, I can tell you it's not all it's cracked up to be. They're annoying, they can hurt, they get in the way, you have trouble finding a comfortable bra to fit, you can't always fit into certain tops, and the summers are the worst. Boy....you really get sweaty. Not to get gross, but it's reality. Any "big chested" woman out there who is honest will tell you it's true. Just like men sweat in certain places, so do women. Also, with her situation, as she ages, her chest will not change with the rest of her body, so that will be interesting.
