A high-ranking Canadian official is blasting the singer who changed the words to "O Canada" at the MLB All-Star game ... in the politest Canadian way possible. 

Minister of Canadian Heritage Melanie Joly issued a statement to TMZ Sports (through her rep) expressing her disdain for Remigio Pereira ... the singer who changed a line from the Canadian national anthem to include the words, "All lives matter."

"The national anthem is a treasured Canadian symbol," Joly said ... "Pereira's change to the national anthem to further his political views is inappropriate and disrespectful."

Pereira is a member of the Canadian-based quartet "The Tenors" -- and switched the lyrics from, "With glowing hearts we see thee rise. The True North strong and free" to, "We're all brothers and sisters. All lives matter to the great." He also held up a sign that read, "United We Stand."

For what it's worth ... the group has apologized, calling Pereira a "lone wolf" who acted without permission from the group and saying he won't be performing with them until further notice.
