The man arrested for allegedly hacking into celebrity phones is a convicted con artist ... who was once busted by the feds for running a scheme to steal people's life insurance money ... TMZ has learned.

According to court records, obtained by TMZ ... Christopher Howard Chaney plead guilty to mail fraud in federal court in Florida back in 1998 ... for stealing money from Prudential life insurance policy holders in a diabolical plan he executed with a friend back in 1997.

Court docs reveal ... Chaney had a pal who worked for Prudential, and that guy would identify Prudential Life Insurance customers who had names similar to Chaney's.

Chaney would then fill out paperwork, posing as his victims ... and took money out of their policies ... thousands of dollars at a time.

Chaney -- who was a teenager when he was involved in the scam -- was convicted ... and sentenced to 48 months probation and ordered to return the money he stole. 

Now, Chaney is back in the criminal system -- accused of hacking 50 people, mostly famous people, and leaking VERY private information to the web ... including nude photos of Scarlett Johansson, Vanessa Hudgens and more.

If convicted in the hacking case, Chaney could face 121 years in federal prison.

How was this 35 yr old man a teenager in 1997? Someone's math is way off! Most importantly, why was he given 48 months of probabtion for stealing people's money and now looking at 121 years for hacking celebrities cell phones? Another justice system failure!

So if you victimize 'regular' citizens you get a slap on the wrist BUT if you dare victimize someone famous it's a MAJOR CRIME suddenly?

You pose for the pictures, don't be shocked to find them made public one day!

No wonder so many celebrities live recklessly & think the rules of society shouldn't apply to them.

This is the problem with our society and government. You're telling me this guy, if convicted, will face 121 years in prison. Okay, Dr Conrad Murray, if convicted, will face less than 121 years in prison. This is absolutely ridiculous nonsense. Sweet. We can murder someone and be out of prison in less time than if we were to just post incriminating photos of the person we secretly want to murder. How is that logical? Things like this disgust me.

This just proves my theory that celebrities get it easy. My evidence? Chris Brown & Michael Vick. They committed crimes, did such short time for it and are now back at the career they had while being loved by millions. I honestly couldn't care less about either of them and before anyone says "you're only saying that because they're black" you're just adding to my point. I'm looking at them as PEOPLE not races or sexual orientations or creed or what have you but go ahead, accuse me of being racist anyway.
